The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is seeking a committed and experienced Advocacy Manager to lead our important advocacy and policy work in Yemen. The Advocacy Manager is an interesting role that can have great impact through providing overall leadership, management and strategic direction to NRC’s policy and advocacy work in Yemen. The role is responsible for identifying factors driving Yemen’s humanitarian crisis for public and private advocacy, strengthening the incorporation of advocacy into all aspects of NRC’s activities and guiding NRC’s advocacy messaging to promote an improved protection and humanitarian response environment in Yemen.

Job description

• Identify and coordinate NRC’s advocacy response to prioritised protection issues both within the country and internationally
• Develop and implement country-specific advocacy strategy, aligned to overall country strategy
• Provide high quality analysis on key humanitarian and displacement trends and prepare evidenced-based policy briefing papers, policy position statements and other public-facing advocacy products when strategic and relevant
• Liaise with other NRC Country, Regional and Global Representation Offices to coordinate the strategic delivery of advocacy messaging and to maximise impact
• Advise on media lines and media strategy, ensuring potential risks associated with NRC’s positions are assessed and sign-off procedures are adhered to
• Represent NRC to key stakeholders, strengthen strategic advocacy networks and identify opportunities to advocate NRC’s position
• Lead or contribute to Yemen’s Advocacy Working Group, focussing on building common objectives and collaborative approaches to advocacy within the humanitarian community
• Ensure coherence between NRC Yemen’s advocacy and programmatic priorities
• Line management and leadership of advocacy and communications staff, and deliver capacity building for NRC staff across other departments to help build their understanding of and engagement in advocacy

Qualifications

• Post-graduate degree in relevant and related field
• Minimum 5 years of relevant Manager/Adviser experience within the humanitarian field
• Experience working in complex and volatile contexts
• Professional knowledge about protection principles and advocacy, and the use of media for public advocacy
• Highly-developed research and analysis skills
• High levels of flexibility and creativity
• Solid understanding of international legal and policy processes relating to displacement
• Proven results related to the position’s responsibilities, particularly in analysis, drafting of messages, coordination and networking
• Excellent written and verbal communication skills including strong facilitation and training skills
• Demonstrated understanding of humanitarian operations including principles and coordination mechanisms
• Proven ability to lead processes and work effectively with others in challenging environments
• Ability to live and work in insecure, complex and volatile environments
• Fluency in English, both written and verbal

We offer

• Duty Station: Sana'a, Yemen
• 40% travel to field locations
• Contract Period: 12 months
• Expected start date: 1 October 2018
