POSITION DESCRIPTION

Title: Safety Manager

Location:  Cox’s Bazar, Bangladesh and other locations within Bangladesh

Start of Contract & Duration: 01 July 2018 – 1 year

BACKGROUND

This role is intended for a citizen of Bangladesh, ideally with both a humanitarian background and experience of working in safety or security who is looking for the next step in their career. We are looking for an individual with at least five years’ of experience and 2-3 years working in the humanitarian sector, preferably with a previous role in safety risk management.

PURPOSE

The Safety Managers responsibility is to monitor the overall risk situation in DRC operational locations in Bangladesh, design and implement effective safety risk management solutions and provide sound and timely advice to senior DRC staff and management to support the safe and efficient delivery of programme activities in the designated areas of programming.

KEY RESPONSIBILITIES

INFORMATION

  • Monitor the evolving situation in the area of DRC programming in coordination with other actors as per regional, country and programme guidelines
  • Facilitate access and operations through reliable safety advice to staff and managers
  • Act as the local focal point for safety co-ordination and information sharing between the relevant actors within the area of operations
  • Collect, verify, analyze and report information that affects, or may affect, DRC activities
  • Establish a network of contacts and represent DRC at access and safety meetings
  • Provide operational safety briefings and orientation to all new and visiting staff
  • Track risk-related incidents and developments and provide trend/pattern analysis

ANALYSIS & ASSESSMENT

  • Conduct regular Safety Risk Assessments (SRAs) as per DRC policy
  • Identify indicators and key decision points, and link them to the SRA and safety phases
  • Assist in training on safety procedures as required for program staff
  • Prepare and submit reports and analytical products as required
  • Provide safety-related advice on programme development and implementation

SAFETY RISK MANAGEMENT

  • Monitor the overall risk environment, providing sound and timely advice and regular analytical reports to DRC staff and management
  • Assist with the implementation of safety policies, safety rules, and standard operating procedures (SOPs) related to the safe implementation of program activities
  • Management and tracking of DRC staff movements, to include domestic and some international travel risk management
  • Supervise and monitor the development and implementation of context specific Minimum Operating Safety Standards (MOSS) and the physical safety of DRC facilities and accommodation
  • Supervise the implementation of both physical and asset protection procedures and regulations, advising, assisting and managing the procurement and issue of safety and protective equipment
  • Conduct regular site assessments and advise management on appropriate risk mitigation measures
  • Assist in the management of safety related incidents, provide timely and accurate incident reports and analysis, and support organizational lessons learned
  • Provide training to DRC staff on safety procedures, risk awareness, fire safety etc
  • Direct immediate responses to incidents and emergencies and support staff in the process
  • Distribute advisories to all staff and senior management team members, including SMS alerts, phone alerts, and email alerts
  • Supervision of safety staff at DRC rented facilities, to include access control measures at DRC rented facilities

 

REPORTING ARRANGEMENTS

 

The Safety Manager will report to the Country Director, Bangladesh, and, for technical and information matters, to the Regional Safety Advisor, Asia.

PERSONAL SPECIFICATIONS

Essential:

 

  • Experience working with NGOs and/or other international agencies
  • Experience working in the designated area of operations
  • Experience of working in safety management or support
  • Management and/or supervisory experience
  • Proven ability to prioritize tasks and meet deadlines
  • Stable, moral and robust character and a good team-player
  • Excellent communication skills
  • Proven commitment to accountability practices.
  • Complete fluency in written and spoken English and Bengali
  • University degree

Preferable:

  • Training in safety, fire and evacuation procedures
  • Qualification in safety or disaster management
