Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a Distributions Manager will be responsible for the management of the emergency distribution teams.

 

About the job 

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC are preparing to launch an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC will be implementing aid projects in support of the host communities most affected by the influx of refugees.  As a key part of this, DRC opened up a main office in Cox’s Bazar, and a support/liaison office in Dhaka.  

 

Under the supervision of the Senior Infrastructure Manager the distributions manager will be responsible for the management of the emergency distribution teams. The Distribution manager will be responsible for the distribution of materials from Shelter, WASH and general NFIs both in the camps and in the host communities. They will be responsible for the management of stock, the establishing and running of the emergency distribution sites, organizing and planning routine distributions, and coordinating tailored and targeted responses to community needs aimed at mitigating risks to the Rohingya population expected to be brought on by the upcoming monsoon and cyclone seasons. The role will involve close cooperation with the Site Management and Support (SMS), WASH and Shelter teams as well as the donor agencies and refugee and host communities.

 

Responsibilities:

  • Responsible for planning, implementing, following-up and supervising of DRC distribution activities in Kutupalong Makeshift and other camps, in partnership with UNHCR;
  • Line management (as per DRCs performance management guidelines) of multiple distribution teams and distribution points, both inside and outside the camp settings;
  • Coordinate with logistics and manage stock (during distribution) as well as warehousing requests for materials. Plan their distributions accordingly;
  • Create strategies for the rapid distributions of materials and work with the WASH and Site Operations teams to rapidly provide NFI distributions in the event of a category 2 or 3 emergency;
  • To continuously assess the context, and adapt the programme and team composition as required by the context.
  • Report regularly on the distribution workplans, procurement plans, stock releases, indicators and targets as required;
  • Work with the engineering team to ensure targeted distributions to affected households;
  • Through coordination of the Site Management Support (SMS) or Host Community (HC) manager, ensure as many members of the affected community in the areas of our operations are able to participate in the program; ensuring that all work is carried out in a way that is sensitive to community needs,
  • Ensure that the programme is accountable to beneficiaries through promoting their participation, providing them with information about programme activities and ensuring that beneficiary feedback is used effectively to adapt the programme
  • Carry out Post Distribution Monitoring (PDMs) using Digital Data Gathering (DDG) on all distributions; in coordination with line manager and PDQ Manager
  • Involve community in all stages of distribution activities, from planning to implementation and evaluation;
  • In the host communities, rapidly respond to emerging needs by working with logistics to establish temporary warehousing solutions and coordinate mobile teams to distribute materials;
  • Manage the daily time sheets and coordinate with the program administrative team to ensure distribution volunteers workers are paid on time;
  • Monitor financial commitments and expenditures against distribution budgets;
  • Directly manage the receipt and distribution of materials from the DRC warehouse to the various sites as required;
  • Coordinate with protection teams to ensure that the most vulnerable cases are identified and addressed immediately;
  • Effective communications about programme with stakeholders within and outside DRC as required
  • Prepare Logistics Requests to ensure that materials are available for distributions;
  • Any other duties as may be assigned by Senior Infrastructure Manager;

 

About you

 

Experience and technical competencies:

  • 2 years’ experience working with an INGO in a formal or informal camp setting
  • Prior evidence of managing staff; with excellent leadership skills including challenging, motivating and developing a team
  • Proven experience in planning and implementing project distributions, logistics systems, and working on NFI distributions is essential. Experience of implementing NFI distribution programmes in an unplanned/informal settlement
  • Proven ability to work creatively, innovatively and effectively with limited direct supervision.
  • Excellent organizational, problem-solving and negotiation skills. The ability to remain calm whilst deal with conflicting priorities/work under pressure is essential.
  • The ability to take the initiative and work independently as well work as a team player – supporting other departments is essential
  • Excellent interpersonal and communication skills (written and verbal English and Bangla skills) and the ability to write clear, concise reports.
  • Flexibility and capacity of adaptation to a changing working environment;
  • Willingness to live and work in a challenging environment with limited resources;
  • Proven capacity of coordinating with other humanitarian agencies and local authorities
  • Commitment to DRC’s overall aims and policies and experience of promoting gender equity and ensuring vulnerable peoples needs are met

Designation of  Duty Station: Ukhia, Cox Bazar 

Salary: BDT. 1,50,068/-

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff in Bangladesh
