Organizational Setting
 
The Regional Office for Asia Pacific is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development, and national commitments to the Sustainable Development Goals (SDG), through the identification, planning and implementation of activities in the region at national level.
 
Reporting Lines
 
The consultants/PSA subscribers will report to the Senior Officer, Food Systems (Post Production) and/or the Agriculture Officer (Agribusiness, value chains and rural finance) at regional level and project managers/FAO Representatives in the specific country of assignment.
 
Technical Focus
 
Sustainable food systems development is a key goal of FAO RAP work and a strong focus in the region. With increasing demand for a range of foods, value-adding activities that are needed to make better, longer shelf life and nutritious food products. Our work focuses on improving the participation of smallholders in existing and new food and agriculture value chains through increased storage and preservation of food, value addition, food processing, packaging and marketing for increased incomes, job creation and employment generation.
 
On food losses, the focus is on the measurement of the losses using the FAO case study methodology and identification of the Critical Loss Points leading to the design of interventions, practices and investments and partnerships to improve awareness on the levels of FLW, action needed to reduce FLW and engagement of public and private partners for sustainable food loss and waste reduction.
 
 
Tasks and responsibilities
 
Consultants
  • Lead/Contribute to the development of interventions and project proposals and technical assessments on a range of agro food commodities, value addition/food loss and waste and post-harvest management initiatives.
  • design and implement of small and medium food industry analyses to optimise smallholder engagement and benefit and provision of detailed recommendations on how and what can be done to effect improvements in value addition, shelf-life and nutrition value.
  • lead/contribute to the design and implement interventions using the FAO Case Study Methodology or similar approach to measure and identify Critical Loss Points at which post-harvest and improved market  interventions are needed for a range of commodities in developing and transition countries in the Asia Pacific region. This will include unit operations from point of harvest through processing and value addition, storage, packaging to retail/consumer level and include enhanced market access.
 
PSA subscribers\:
  • Contribute to the development of analyses, interventions and initiatives on post harvest/food loss and waste interventions for a range of commodities in developing and transition countries in the Asia Pacific region.
 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced university degree in (for Consultants) / University degree (only for PSA) in agriculture, agro-food engineering/industry, post-harvest, agro food industry/food technology/value added processing and technology
  • 5  years of relevant experience in the subject area
  • For consultants\: Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian
  • For PSA, Working knowledge of one FAO language

  • Extent of experience in the region in food technology/processing, value addition and post harvest operations and management in developing counties and preferably in the Asia Pacific Region
  • Extent of experience in the development of sustainable agro food industry development and marketing of products in developing countries and preferably in the Asia Pacific Region
  • Level of knowledge and expertise in food loss and waste measurement and reduction approaches and techniques
  • Capacity to engage successfully with a range of public, private and civil society stakeholders.
