Background

UNDP India has focused programme on sustainable development goals (SDGs), implemented with the support of many verticals.  The Chemicals and Waste Management vertical supports implementation of the Montreal Protocol, Minamata Convention, other waste management projects and environmental projects, at large.
 
 
Considering the growth of activities under the chemicals and waste management programme, with specific emphasis to the Hydrochlorofluorocarbons Phase-out Management Plan (HPMP) Stage-II from 2016-2023 and improvement of mercury management in India and plastic waste management projects, proposing to add a senior programme associate, to the professional Team.
 

Duties and Responsibilities

Summary of Key Functions:
 
The Senior Programme Associate will join the professional Team working under the direct supervision of Head-Chemicals and Waste Management.  S/he will be responsible for implementation of project activities with close co-operation with the Project Officer and project Teams based in UNDP as well as in various Ministerial Departments. The functions include project management, financial management, procurement and human resources management consistent with UNDP Rules and Regulations.  The key role is to support smooth implementation of projects including continuous monitoring, identification and implementation of interventions, by taking into account the changes in operating environment. 
 
S/he will work under the guidance from the relevant Country Office teams in the areas of Financial Management, Human Resources Management, Procurement and will help in developing solutions for the operational challenges. S/he will also coordinate with the concerned Government Departments, expert Committees, consultants, service providers and support the back-up functions on programmes. 
 
Duties and Responsibilities:
 
The incumbent will perform the following duties:
  • Supporting project planning, budgeting and implementation of project management activities;
  • Supporting techno-scientific matters related to chemical industry environmental management and  waste management etc.;
  • Working in close coordination with the Country Office procurement Team to support in floating RfPs, contracts, meeting requirements of assets and procurement committee (CAP) and Regional Advisory Committee on Procurement (RACP);
  • Supervising project staff/ consultants/vendors and ensure timely submission of required outputs/deliverables;
  • Monitoring tenure of the Contracts, deliverables and raise requests for amendments and extensions with approval from Head -Chemicals and Waste Management;    
  • Technical compliance reporting for disbursement of funds, obtaining approvals and ensuring disbursement;
  • Working with the Project Officer to assist and facilitate the Expert Committee(s)/ Head;   
  • Monitoring and monthly appraisal of funds position and disbursements, as per agreed Work Plans;
  • Responsible for maintaining physical files for all the projects and contracts in coordination with Project Officer.
  • Preparing financial reports, as per UNDP Rules and Regulations.  This includes preparing budget revisions as necessary;
  • Provide logistic and administrative support for project activities, events and meetings as required;
  • Coordinate with MoEF&CC on a regular basis for exchange of information and document;
  • Assist in timely preparation of the physical and financial progress reports for internal and external reviews;
  • Ensure compliance with UNDP procedures and policies for audit of DIM projects;
  • Undertake other technical/ managerial tasks, assigned from time to time.

Required Skills and Experience

Education: 
 
Essential:
  • Bachelors’ degree in Chemical Engineering. 
 
Desirable: 
  • Masters degree in Engineering (preferably in Environmental Management) or Masters degree in Finance or Economics
 
Experience:
 
Essential: 
  • Minimum total 7 years of post-qualification experience covering
 
a)    Minimum 2 years professional working experience preferably in Government/Public sector undertakings; and
 
b)    Minimum 2 years experience preferably  in industry (operations)
 
Desirable:
  • Experience in project operations and financial management
  • Good knowledge of computers in MS Office;  
  • Managerial experience related to production, environment, chemicals, wastes
  • Drafting and Reporting experience
  • Experience in supporting IT driven projects
  • Project planning, appraisal, monitoring and evaluation
 
Knowledge and Skills:
  • Ability to deliver high quality results with skills in planning and operational management of projects;
  • Strong analytical skills;
  • Ability to work under pressure to meet deadlines.
  • Able to work effectively in a sensitive environment and exercise discretion, impartiality and neutrality; 
Language Requirements:
 
Fluency in English & hindi is essential. 
 
Remuneration package is INR 110,665/- (approx.) per month (taxable).  UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder.
