Background

The National Economic and Development Authority (NEDA) and the United Nations Development Programme (UNDP) Philippine country office have embarked on a partnership to strengthen the conduct of evaluations of priority government programs under the Philippine Development Program (PDP). Financed by NEDA and implemented with full UNDP country office support, the project—Using Strategic Monitoring & Evaluation (M&E) to Accelerate the Implementation of the Philippine Development Plan (PDP) 2017-2022 (Strategic M&E Project)—will help strengthen the capacities of NEDA and select government agencies to conduct evaluations that support the achievement of the PDP and the Sustainable Development Goals (SDGs) by enabling evidence-based decision making.

The Strategic M&E Project has the following components: 1) managing the conduct of evaluations of key themes, sectors, and/or programs under the PDP; 2) assessing the evaluation capacity of and providing learning opportunities to NEDA and other government agencies; 3) supporting the implementation of the National Evaluation Policy Framework (NEPF) through the development of implementation guidelines and other advisory services; 4) strengthening of a community of practice on evaluations through the M&E Network Philippines; and 5) developing an online portal of government evaluations. To ensure the success of these components, the project requires the services of a finance and administrative assistant to analyze and interpret the financial rules and regulations of both Government and UNDP, and assist in providing solutions to issues related to finance, logistics, and day-to-day office administrative activities.

Duties and Responsibilities

The Finance and Administrative Assistant shall report directly to the Project Coordinator of the Strategic M&E Project. The Project Team belongs to the Management Support Unit (MSU) which is headed by the MSU Team Leader.

The Finance and Administrative Assistant shall provide effective administrative support to the implementation of the Strategic M&E Project. He/ she is expected to be able to analyze and interpret the financial rules and regulations of both Government and UNDP, and assist in providing solutions to issues related to finance, logistics and day-to-day office administrative activities, while promoting a collaborative, client-focused, quality and results-oriented service, including:

  • Maintenance of the internal expenditures control system including budget checks and timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
  • Process documents for cash advance, liquidation, and reimbursements in a timely manner, for submission to and approval of the Project Coordinator, UNDP MSU Team Leader and UNDP Finance Officer;
  • Preparation of non-PO vouchers for the project and payrolls for salaries and other benefits due to project staff;
  • Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas;
  • Coordination with the UNDP Procurement Team in the procurement of supplies including requisition, request for quotation, costing for services, machinery, basic necessities, and any required materials for the project;          
  • Assist in the management of ATLAS system subject to access granted by the UNDP Philippines Country Office;
  • Maintain a record of project documents;
  • Ensure provision of logistical services such as arrangement of meetings, workshops and other Project-related events, as well as day-to-day transportation and mission travel requirements; and
  • Undertake any additional tasks as assigned by the direct supervisor.

The Finance and Administrative Assistant is also expected to work in close collaboration with the UNDP Finance and Procurement Teams; with the NEDA, and other relevant units in the CO.

Required Skills and Experience

Education:

  • Bachelor’s Degree in business, public administration, economics, social sciences, or related fields, preferably with specialization in finance, accounting, resource management, project management, etc.;

Experience:

  • Minimum five (5) years of relevant experience. Previous working experience with a UN agency or government is an asset.

Language Requirements:

  • Fluency in the English, Filipino and the local language.
