NORCAP is the Norwegian Refugee Council’s global provider of expertise to the humanitarian, development and peacebuilding sectors. We build partnerships with international organisations and national actors to protect lives, rights and livelihoods. NORCAP provides expert personnel and collaborates with our partners to identify needs and to establish common goals and projects. We help strengthen partner capacity and improve coordination and collaboration.

Temporary International Presence in Hebron(TIPH) is a civilian observer mission present in the city of Hebron upon invitation by the Government of Israel and the Palestinian Authority. NORCAP supports TIPH with civilian personnel to observe and report on the situation in Hebron. 

NORCAP now seeks Arabic and/or Hebrew speaking observers for TIPH.

All interviews will take place in Oslo

Duties and Responsibilities for OBS

  •  Patrol in area of responsibility, in shifts, seven days per week
  • Collect information and register incidents deemed significant with regard to TIPH’s mandate
  • Write reports on potential violations of the Hebron related agreements, International Humanitarian Law and International Human Rights Law, reporting directly to Head of Operations or Deputy Head of Operations when necessary
  • After three months of work, Observers may apply for vacant internal positions

 

Mandatory requirements for TIPH members

  • All TIPH members must be at least 24 years of age, and have held a valid driver's license for at least two years, a “C” license is an asset
  • The candidate must be a Norwegian citizen
  • All TIPH members must be familiar with and comfortable when communicating in English, verbally as well as in writing
  • Excellent interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural setting
  • Respect and understanding for the culture of the work place
  • Ability to work and communicate with an international team
  • Ability to work under pressure, and still act with calm and resolve
  • Deliver timely results of good quality
  • Must be motivated and able to motivate others
  • Be able to adapt quickly to new work situations
  • Willingness to accept adverse working/living conditions

 

Required qualifications for observers

  • Masters degree (MSc or MA) a specialization relevant to the Middle East or Peace and Conflict studies is preferred
  • A good working knowledge of Arabic and/or Hebrew, both spoken and written
  • Experience from international work is an asset
  • Computer literacy
  • A good working knowledge of English, both spoken and written
