ORGANIZATIONAL CONTEXT

This job is found in Nicaragua Country Office. The Job holder reports to the deputy Country Director.

The job holder has independent responsibility for technical, specialized work including planning, organization, coordination and setting objectives.She or he deals with issues that are often undefined and involve areas of uncertainty and complex inter-relationships. The instructions received are broad and the job holder is expected is to consistently demonstrate a high degree of personal responsibility and initiative to respond independently to queries. The job holder has a level of IT expertise and knowledge to adapt and develop standard systems and processes in order to continually improve the level of support provided. The job holder is expected to motivate and develop and a team of support staff and is responsible for specialized support services where the work is undertaken with the help of specially designed techiques, methods and processes.

JOB PURPOSE

To lead Information Technology maintenance and support activities to enable the effective delivery of IT services.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Manage and coordinate a team of IT support staff including the capacity building of staff, to ensure individual and team objectives are met in compliance with all relevant regulations and policies. Guide and supervise unit´s staff, acting as a point of referral and follow up on work plans as well as supporting them with analysis and queries.
2. Provide training and advice to clients and end users of IT services, understand and resolve issues and ensure IT policies, procedures, systems and tools are correctly applied to assist WFP staff in conducting their work.
3. Coordinate the collation of a range of complex data, conduct data analysis, including the impact of changes, and support the development of accurate reports in order to identify and recommend solutions.
4. Oversee the maintenance of systems and hardware by junior technology assistants to ensure technology is running effectively for WFP staff.
5. Develop and deploy a variety of documentation and equipment for use by WFP staff to ensure staff have access to the required IT services and products.
6. Manage the implementation of new standard applications in order to provide WFP staff with the tools they need to perform effectively.
7. Work with groups in IT service delivery and other staff to understand needs and support the development of integrated IT support services.
8. Provide support to users, log and analyse all requests for support in accordance with standard processes, to support staff to deliver their services.
9. Support the development and implementation of plans for the delivery of a full range of IT services and improvements to methods and processes in order to meet operational requirements.
10. Follow set emergency response processes and procedures as required to provide support in enabling emergency food assistance needs to be met.

OTHER POST REQUIREMENTS

  1. Support the budgeting, planning and deployment of IT and Telecommunications systems that are aligned with business needs, in accordance with WFP corporate standards.
  2. Provide support to maintain IT and Telecommunications systems and networks, ensuring appropriate data security and access controls considering both local and wide area network issues; and supporting users to get maximum benefits from them.
  3. Provide technical advice to management on all aspects of IT (i.e. technology, policies, procedures and guidelines)
  4. Provide data and documentation to support the procurement of TC/IT equipment and services at and in line with WFP rules and regulations.
  5. Maintain systems and equipment by carrying out specialized tasks and supervising staff carrying out routine tasks, such as backing up data, monitoring network and systems, servers and peripherals, running systems diagnostics, patch management and system optimization, removing viruses and bad data, etc.
  6. Coordinate with other UN agencies to network, align activities and support possibilities of inter-agency collaboration in the field of IT and Telecommunications.
  7. Follow standard emergency preparedness and contingency planning practices to ensure WFP can maintain basic IT services and/or quickly respond and deploy resources to affected areas at the onset of a crisis.
  8. Follow operational plans and deliver resource requirements at the onset of an emergency.

STANDARD MINIMUM QUALIFICATIONS

REQUIRED QUALIFICATIONS:

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Language: Fluency in both oral and written communication in Spanish and Fluency (level C) in English language.

DESIRABLE SKILLS:

Education: University degree in computer engineering or telecommunications engineering, or another related field. Experience working in an international organization or multicultural environment. Post-secondary school studies in an institute specialized in information technology or telecommunications or information management or ITIL (Information Technology Infrastructure Library) training.

Experience:

IT:

  • Experience deploying and managing IT services; including planning, budgeting, provisioning and decommissioning.
  • Experience working with Windows Active Directory Services, Microsoft Exchange Server
  • Windows 2008-2012-2106 servers and client configurations;
  • Symantec Backup Exec.
  • Microsoft SharePoint
  • Microsoft Office 365
  • Cloud Computing and Virtualization Solutions.
  • Layer 2 Networking equipment and technologies, including managed switches, VLAN, access control.
  • Layer 3 Networking equipment and technologies, including routers, firewalls, access control, routing.
  • Experience working with structured cabling (voice and data).
  • Wireless networking equipment and technologies.
  • Experience working with Cisco VoIP solutions.
  • Advanced troubleshooting skills for resolving complex IT related issues.

CT:

  • Experience working with HF and VHF radio communication technologies. Skills, training and knowledge related to United Nations standard radio communication equipment is preferable.
  • Satellite communication equipment including satellite handhelds and BGAN terminals. Skills, training and knowledge related to United Nations standard radio communication equipment is preferable.
  • Experience working with alternative power solutions, including power generators, battery backups and solar-based solutions.

TERMS AND CONDITIONS

POSITION TITLE: Senior IT Operations Associate 

CONTRACT TYPE: Fixed-Term Contract in General Service category grade 7. 

DUTY STATION: (City, Country): Managua, Nicaragua

DURATION OF APPOINTMENT: Twelve (12) months. Renewal subject to funds and performance.
