The EIB, the European Union’s Bank, in the framework of its GRAD programme, is currently seeking to recruit for its Operations Directorate (Ops) – Mandate Management Department (MM) – Mandate Services Division (MM-5) – DFI Mandate Services Unit (DMS) at its headquarters in Luxembourg:

Purpose

Mandates are defined as formal initiatives entered into by the EIB with third parties for the purpose of implementing EU policies in a geographical area, achieving common objectives and based on financial support pledged by a third party. A Mandate refers to the framework agreement between the EIB and the third party where the conditions (eligibility, governance, reporting requirements, etc.) are outlined.

Operating Network

The remit of the recently built Mandate Management (MM) Department includes the facilitation of consistency in mandate development and life-cycle management processes, for both new and existing mandates, and the provision of high value added to operational Departments, Senior Management and to other Directorates implicated by expected growth in mandate activity, notably via improved reporting on mandates and other contractual obligations.

You will get involved into all Mandate Services such as reporting, audit and monitoring functions related of the DFIs/JESSICA mandates. You will also contribute to their integration in a coherent mandate management framework developed along consistent lines with other similar mandates/initiatives and cover all stages of the mandate lifecycle.

Accountabilities

You will support senior officers and managers in fulfilling Reporting, Audit and Monitoring obligations under Holding Fund (HF) and Fund of Funds (FoF) mandates, and thereby provide support to the Decentralized Financial Instruments (DFIs) geographical Units. 

Your contribution to the Reporting activity: 

  • Perform checks/controls of compliance with reporting requirements;
  • Ensure that inputs in the IT systems have the required level of quality, completeness and consistency;
  • Provide input to the annual FoF/HF financial statements;
  • Follow-up and compile financial and other information as needed;
  • Respond to enquiries from external counterparties to enable efficient completion of processes and positive customer feedback;
  • Follow contract amendments and waivers and document changes. 

Your contribution to the Audit activity: 

  • Contribute to the preparation of data for the annual FoF/JHFs financial statements and perform additional checks related to management fee and interest calculation;
  • Assist senior officers so as to accommodate at best audit requests coming from the Managing Authorities, the Commission and the Court of Auditors. 

Your contribution to the Monitoring activity: 

  • Prepare, under appropriate supervision, questionnaires to be sent to the counterparts on a regular basis and follow-up on the replies;
  • Support the desk-based verification of counterparts. 

Qualifications

  • University degree, preferably in Financial Accounting, Finance, Economics or a business-related subject
  • Good understanding of EU policies
  • Good understanding of financial products (loan, guarantees, equity), co-financing and grants, and DFIs
  • Experience in working with financial products (loan, guarantees, equity), co-financing and grants would be an advantage
  • Excellent drafting skills, analytical and synthesis skills
  • Proficiency in MS Office tools (Word, Excel, PowerPoint)
  • Very good knowledge of English and Polish is required. Knowledge of French would be an asset*
