The youth and adolescent section is looking for an admin and technical support consultant.

The successful candidate is expected to provide admin and technical support to the TVET and National Youth Policy skills programmes and work under the supervision of the Youth specialist and in collaboration with the National TVET expert and the youth officer overseeing the life skills programme. The incumbent is expected to support the section in the coordination of the different programme activities; internally and with partners.

TVET component: For this part of the consultancy, the candidate is expected to support the implementation of the TVET programme workplan activities and to facilitate the coordination of this plan with line ministries, NGO and international organizations for the duration of the contract.

National Youth policy component: For this part of the consultancy, the candidate will support UNICEF's National Youth Policy programme with its sub-components (including life skills and innovation) in the implementation and coordination of the different activities within the UNICEF work plan with all concerned ministries, international organizations and UN agencies.

Background

TVET component: Responding to the needs raised in the TVET National Strategic Framework launched in 2018 with the Prime Minister's office and the ministries of Labour, Education, Social Affairs and Agriculture; UNICEF- in coordination with ILO- initiated in 2018 the implementation of key recommendations of the TVET NSF with concerned ministries. This initiative focuses on the design and the implementations of a UNICEF TVET plan in addition to the coordination of this plan and implementation of key recommendations with line ministries and international organizations for the period of October 2017- December 2018.

National youth policy component: In 2018, UNICEF, UNFPA and the Ministry of Youth and Sports are in the stage of finalizing the development of the National Youth Policy Action plan with concerned ministries, UN agencies and NGOs. The action plan will have to be reviewed and endorsed by the different ministries. After the action plan is to be endorsed by the government UNICEF will work together with  key line ministries and assigned stakeholders to formulate and finalized details actionable projects for the implementation of this national youth action plan for the coming 3 years.

To ensure necessary processes and administrative support is available, the candidate will support the technical work on design and implementation of main activities related to the TVET and National Youth Policy programmes and will ensure close coordination between UNICEF, UN agencies, ministries and other NGOs.

Under the supervision of Youth and Adolescent specialist, the candidate will work closely with the TVET UNICEF senior expert and the concerned youth officer for the National Youth Policy  programme and coordinate all aspects of the implementation of the programmes as per the below listed duties.

Main tasks and duties :

The candidate is expected to deliver a monthly progress report highlighting the main tasks agreed upon in the TVET work plan and National Youth Policy programme. The candidate will be working closely with the TVET senior expert and the concerned youth office for the National Youth Policy programme. The payment will be issued by UNICEF on monthly basis based on the approval of the submitted monthly report of the candidate.

The consultant is expected to perform the following:

  1. Support with the vocational and skills training initiatives of the youth and adolescent section. The candidate can be visiting a partner activity and doing “observation” work: spend the time attending the session or the training, looking into the dynamic, the relation between the trainer and the participants, the number of beneficiaries, the age etc and report back.
  2. Prepare, organise, participate in, and report on all coordination and follow-up meetings and workshops relevant to the TVET and National Youth Policy programmes and maintain relevant administrative files and official records.
  3. Draft routine correspondence such as letters, invitations, minute sheets and other related administrative matters from oral instructions, previous correspondence or other available information sources and handle all correspondence relevant to the TVET and National Youth Policy meetings and workshops.
  4. Follow up the coordination with UNICEF partners on both programmes and following-up training activities.
  5. Participate in field visits with UNICEF team to partnering NGOs for technical support and report on field visits.
  6. Maintain follow-up system, and draw the attention of the UNICEF team to matters requiring immediate and/or personal attention relevant to the initiative activities.
  7. Perform liaison duties with concerned ministries and implementing partners for required clearances, and to schedule meetings.
  8. Support field work relevant to the functional review and capacity assessment.
  9. Support with making travel arrangements, hotel reservations, and prepare travel authorizations and security clearances in collaboration with the project assistant.
  10. Support provision of secretarial and/or administrative support for meetings, seminars and/or workshops. This includes obtaining quotations for venues and/or catering, preparing the venue, printing/copying of materials and other logistical support.
  11. Make arrangements for the procurement of technical services and receipt of office and project supplies when requested.
  12. Prepare summary of notes of the discussions of all assignments.
  13. Support in other duties linked to the initiative activities described in previous section.

Supervision: The consultant will report to the Youth and Adolescent specialist and will work closely with the will work closely with the senior TVET expert and the concerned youth officer.

Narrative reports will need to be submitted at the end of each month and have to be approved by the supervisor for the payment to be issued.

Profile

Requirements

  • Graduated with a university degree in social science (education, management, international relations, finance) or any related field.
  • Having previous experience and familiarity in the field of Lebanon TVET system (one year and more) in collaboration with ministries
  • Having previous experience and focus with UN and government policy and field work;
  • Demonstrate good-level written and verbal communication skills in English, and Arabic.
  • Good writing, data processing, analytical and synthesis skills.
  • Fluency in English, and in Arabic.
  • Excellent organizational skills.
  • Ability to interact successfully with individuals of different cultural backgrounds and beliefs.

UN previous experience in TVET and skills training programme is an asset
