Mexico Program

The co-implemented program by the International Commission on Missing Persons (ICMP) and Ciudadanos en Apoyo a Los Derechos Humanos (CADHAC) aims to establish the foundations for an effective and sustainable mechanism to address the issue of missing persons in the State of Nuevo León, Mexico, and promote effective responses to enforced and other types of disappearances. The project will focus on:

  • Enhancing the institutional capacity of the State of Nuevo León to comply with the General Law on Missing Persons;
  • Establishing a data-processing infrastructure for missing persons registries;
  • Enhancing forensic processes to account for missing persons; and
  • Increasing the impact and effectiveness of victims organization advocacy.

The Opportunity

The Science and Technology (S&T) Program Officer is a new position starting on or close to 1 January 2019. The purpose of the position is to enhance the forensic processes to account for missing persons in Mexico.

Reporting to the Director of Science and Technology, and working in close coordination with CADHAC, the Program Officer will be responsible for the following:

  • Establish close working relationships with local partners, both at the state and federal level;
  • Conduct and/or coordinate the mapping of local and federal capability and capacity to deal with the search, location, recovery, examination and identification of missing persons;
  • Coordinate with the S&T Training Coordinator on the provision of learning and development solutions to local experts in missing persons identification;
  • In coordination with the Training Facilitator in Mexico, conduct a learning needs assessment, develop training packages, deliver training and coaching;
  • Coordinate the regular meetings of the in-country working group and web-based DNA advisory meetings;
  • Produce reports and provide information required for monitoring and evaluation of the impact of the project;
  • Provide dual Spanish and English language assistance as required;
  • Other related duties as assigned

REQUIREMENTS

  • Post-graduate degree and/or extensive experience in biology, biochemistry, forensics, genetics or other related scientific fields;
  • Professional fluency in written and spoken Spanish and English is essential;
  • At least five years of experience in forensic DNA analysis as applied to human identification;
  • Prior experience in Mexico in a similar or related role is desirable;
  • Experience in multi-disciplinary human identification projects, with knowledge relating to forensic anthropology or archaeology is an asset;
  • Understanding of forensic quality management systems and international standards in forensic science;
  • Experience in the design and delivery of frameworks applicable to learning and development capacity and needs assessments.

Additional requirements:

  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender.
  • Willingness to travel and to work flexible hours including weekends and evenings, when necessary. The incumbent will be required to travel in Mexico and also internationally to the ICMP offices in The Netherlands and in Bosnia and Herzegovina.
  • Commitment to the underlying objective of assisting the authorities and families of the missing in locating and identifying missing persons in an impartial and transparent manner.

Expected start date: 1 January 2019.
