ACBF was established in 1991 as a partnership between African countries and their development partners, with the mandate to build sustainable human and institutional capacity in support of Africa’s development process.  ACBF supports capacity development in Africa through grants, knowledge sharing and technical assistance to countries, regional and sub-regional organizations. 

Overall responsibility

The Senior Financial Management Officer will support the Director of Finance and Administration in managing the Foundation’s financial operations, including budgeting, oversight of accounts payable and receivable, production of financial statements and reports, and advisement of the senior management team on financial matters. The Senior Financial Management Officer is responsible for monitoring and maintaining internal controls, while overseeing financial systems and related compliance requirements.

 Duties and Responsibilities

  1. Direct the day-to-day accounting operations of the Foundation, including oversight and supervision of the Finance team; reviewing all payment vouchers, bank payment instructions and journals, reviewing and validating recommendations of Disbursement Officers and approve processing of payment and reviewing monthly bank and account reconciliations.
  2. Prepare, analyse and present financial reports (income statements and balance sheets) in an accurate and timely manner; clearly communicate monthly, quarterly and annual financial statements to senior management, and prepare financial statements for external audit timeously.
  3. Coordinate the monthly, quarterly and year-end closings of the books of account and preparation of financial reports, statements and annual external audits.
  4. Coordinate the annual budgeting and planning process in conjunction with business units; administer and review all financial plans and budgets; monitor progress and changes and produce monthly reports on budget implementation.
  5. Manage the Foundation’s cash flow and forecasting.
  6. Develop appropriate investment strategies and oversee their implementation, by facilitating the strategic planning of resource use by producing scenarios reflecting the alternative use of resources and the implications thereof.
  7. Produce financial reports for foundation and other funder grants; maintain shared grant reporting calendar due dates and submissions, including all required financial deliverables as stated per grant awards and contracts.
  8. Update and implement all necessary business policies and accounting practices; periodically update the Foundation’s accounting manual.
  9. Remain up-to-date on best practices in non-profit finance, business systems and internal control measures, and applicable laws regarding non-profit operations.
  10. Prepare quarterly Interim Financial Reports (IFRs) for donors.
  11. Contribute to the resource mobilization and business development activities of the Foundation.

 

Selection Criteria

Selection will be on a competitive basis based on the following criteria;

 

Minimum Requirements

  1. Education: MSc or MBA with specialization in Accounting, Finance, Management and membership of an internationally recognised professional accounting body such as CA, CPA, ACCA, CIMA, or IFAC recognized equivalent.
  1. Experience: A minimum of eight years’ experience in an international organisation is highly desirable in accounting system, compliance review, grant management, financial control, budget management. Experience in accounting for projects is an added advantage.
  1. Language proficiency: An excellent knowledge of English language. Working knowledge of French being an added advantage.
