The Iraq Program is implementing a multi-year project in Iraq to support authorities in their efforts to account for persons missing as a result of armed conflict and violations of human rights.

ICMP will implement a new project in Iraq through its Center for Excellence and Training, which is a unique repository of expertise that provides training and support to stakeholders inside Iraq. The project derives from the activities that the ICMP has been implementing with Iraqi stakeholders and aims to increase the skills of Iraqi officials, technical experts, civil society members and others in the area of missing persons. The ultimate objective of the project is to assist Iraq in developing a sustainable process to account for missing persons in an impartial, credible and transparent manner and in line with international standards.

Candidate Profile

ICMP is seeking a Learning and Development Manager to design and implement a learning and development program within the ICMP Centre of Excellence and Training (CET). The successful incumbent will act as the Chief Learning Officer for ICMP and will bring to the position a proven track record of managing a Centre of Excellence and extensive expertise in the design of training programs and educational curriculum.

The L&D Manager is a position best suited to a team player with an eye toward collaboration and someone who fully embraces learning in all its formats.

Responsibilities

The position reports to the Global Head of Human Resources and will receive substantive direction from the Director-General and departmental Directors. The position will work closely with Departmental training focal points, Heads of Country Programs and the IT Manager. Key responsibilities will be the following:

  1. Learning and Development – Iraq Knowledge Base Project
  • Create learning needs assessment that will identify the training needs of: i) Iraq’s institutions ii) DNA laboratories staff iii) academia and iv) families of the missing in order to raise awareness of the importance of an integrated approach in addressing the issue of missing persons in Iraq
  • Coordinate the development of learning needs assessments and the creation of learning strategies and programs
  • Design custom learning solutions together with the relevant departmental training focal points and L&D Officers in Iraq that will address gaps in knowledge and skills to better address the missing persons issue in Iraq
  • Review all training modules, workshop and seminar materials
  • Implement various learning methods appropriate to the training material and context
  • Create the evaluation process to monitor the results of learning courses, workshops and training
  • Gather feedback from trainees and trainers after each session
  • Resolve any specific problems and tailor training programs as necessary
  • Maintain a keen understanding of training trends, developments and best practices
  • Liaise with external partners and outsource training, as needed
  • Prepare cost reports for each learning program

2. Program Coordination

  • Develop a detailed project implementation plan to track progress and ensure the program objects are delivered on-time, within scope and within budget
  • Communicate daily with departmental training focal points and L&D Officers in Iraq on training plan progress
  • Following training evaluation, draft reports to summarize findings and recommendations
  • Use appropriate verification techniques to manage changes in project scope, schedule and costs
  • Measure project performance using appropriate systems, tools and techniques
  • Draft other relevant reports, as required

3. Other duties as assign:

  • Evaluate the current CET structure, make recommendations and implement changes to ensure ICMP has a fully functional and robust CET implemented across the organization
  • Working collaboratively with human resources, departmental training focal points and supervisors to ensure a continuous learning cycle for the CET subject matter experts
  • Create appropriate new hire induction and orientation for ICMP HQ and country program with special emphasis on a quality induction for locally engaged staff
  • Design and deliver courses, workshops and other trainings as required

Requirements

  • Bachelor degree in management, organizational development, education or other relevant subject
  • A Master’s degree with a focus on learning and development or a related field is highly desirable
  • Professional training certification (e.g. CPLP) is a definite asset
  • Proven experience as an L&D Manager, Training Manager or similar
  • Experience managing a Center of Excellence or similar
  • In-depth understanding of traditional and modern training methods (including workshops, simulations, e-learning and coaching)
  • Current knowledge of effective learning and development methods (instructional design, mobile learning, micro learning, social learning, blended learning)
  • Familiarity with e-learning platforms and practices
  • Experience in project management and budgeting
  • A supplementary background in one or more of the following is desirable: forensics, anthropology, archeology, DNA, data systems, data coordination, human rights law or civil society.
  • Strong computer literacy, proficient in MS Office, Learning Management Systems (LMS) and gamification
  • Excellent communication and negotiation skills; sharp business acumen
  • Ability to build rapport with employees and external stakeholders

Additional information

  • Professional fluency in English
  • Knowledge of Arabic, Kurdish or Spanish is an asset
  • Willingness and ability to travel to all ICMP locations including Iraq
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender
  • Commitment to the underlying objective of assisting the authorities and families of the missing in locating and identifying missing persons in an impartial and transparent manner.

Benefits

This position is eligible for an expatriate allowance and dependency benefits. ICMP salaries in The Netherlands are exempt from taxes and Dutch social security contributions.
