The UN Office in Armenia is located in a four-store building. The first floor is fully accessible for persons with disabilities, including accessible office and bathroom. The external environment in Yerevan is becoming more and more accessible. There are selected
accessible public transport means and a quite significant number of selected public areas, accessible

UNDP Armenia prioritizes inclusiveness and openness and welcomes the prospect of young professionals
with disabilities joining the team, especially as by mid 2018 the UN premises in Armenia will be fully
accessible. The CO has both a proven track record in the area of advancing the rights of persons with
disabilities, and a continuing interest in supporting the volunteerism movement (having hosted a number of
national UNVs). Finally, it’s one of the most innovative COs in the region, with a dynamic programme and a
strive for excellence.
Orgaanzatonnalcontext
UNDP Armenia has a record of working towards the advancement of the rights of persons with disabilities
in Armenia. Upon ratification of the UN Convention of the Rights of Persons with Disabilities in 2006 UNDP
Armenia continued its dedicated work in this area in close collaboration also with the Ministry of Labor and
Social Affairs of Armenia to support the Government to meet its international obligations enshrined in the
Convention.
Since October 2014, UNICEF and UNDP Armenia have been implementing “Improving access to services
and participation of persons with disabilities in line with the conceptual framework of UNCRPD and ICF –
Armenia” Project with participation of UNIDO, UNFPA and WHO. The Project also helped the Government
revise the draft Law on the Rights and Social Inclusion of Persons with Disabilities, incorporating the
recommendations of the Committee on the Rights of Persons with Disabilities.
In line with Human Rights Mandate, UNDP Armenia also enhanced broad participation of Disability
Persons’ Organizations and persons with disabilities in the decision-making processes and policy
23 Nov 2018 Page 2 of 8formulation, and is promoting participation and employment of persons with disabilities in all sectors. As such, in 2016 UNDP Armenia announced call for paid internship for young persons with disabilities,
which was a successful and exemplary experience of working with persons with disabilities.
In 2016, within the scope of UNDP Youth Career Trail initiative, UNDP hosted a paid intern with a mobility
problem. She was involved both in programmatic and administrative work of the project and made a
substantial contribution to the project.

Oppenn data has been in the core of open government initiatives run by the social innovation lab set up by
UNDP Armenia in 2015 - Kolba Lab. In 2016, the Lab has initiated the first Open Data Hackathon, bringing
government-owned open data sets in justice, emergency and healthcare for the scrutiny of hackers and
designers. As a result, a number of data startups have emerged, including Datalex Smart search and data
visualization projects.
Following a number of Open data public talks, in 2017, Kolba Lab carried a comprehensive mapping of
open data resources in Armenia. The research highlighted existing resources, points to challenges and
suggested recommendations to policy makers.
In 2017, Kolba Lab has initiated a new data crowdsourcing cycle, through collaboration with Yerevan
Municipality. 16 data sets were offered to a team of 70 data scientists, hackers and designers at the first
Yerevan Smart City Hackathon, to design solutions towards the challenges put forward by Yerevan
Municipality. The supported projects include solutions on condominium management, quality of life
calculator, waste management, etc. As a result of the hackathon, Yerevan municipality is setting up a
Smart City Fund, which is regularly supporting citizen solutions and data start ups.

SDGG Innoovatton Laab – a high profile intiative of the UN and the Prime Minsister’s office aimed to promote
innovation as a means to accelerate the achievement of the SDGs. The Lab’s service lines include
behavioural experimentation for policy redesign, impact investment and data innovation. As part of the
data innovation track, the Lab aims to apply big data mining, predictive analytics and machine learning
tools and utilize various sources of data (for instance, business, administrative, social media and so on) to
solve various policy challenges that hinder the development of the Republic of Armenia. The ultimate goal
is to accelerate the SDG implementation in the Republic of Armenia and contribute to the Agenda 2030.

The UNV Data Analyst Officer will report to the Head of the SDG Innovation Lab.
Note:* In recent years UNDP has been leading the process of making the UN House accessible, providing
solutions, such as the construction of an accessible bathroom and upcoming installation of an elevator.
The office has also renovated ramps to ease the access to the building.

The incumbent will work with the broader programme and projects of UNDP Armenia, particularly in data
management and analysis service lines of the SDG Lab, Kolba Lab and ImpactAim Venture Accelerator,
collaborating with respective teams to deliver the expected results.
The UNNVV Data Annalyst Offfcer will undertake the following tasks:
Conduct investigations in respective programme directions leveraging large and complex data sets
using advanced statistical methodologies and tools;
Research and identify the best cases of the application of data mining, predictive analytics and
machine learning tools for policymaking worldwide;
Research the data ecosystem of the Republic of Armenia and suggest an action plan for advancing
the data analytics service line;
Write machine learning algorithms to perform text mining of various sources and documents
(desirable but not mandatory).
Furthermore, participants in the Talent Programme are required to:
Strengthen their knowledge on the SDGs and the United Nations Development System
Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant
UNV and external publications and take active part in UNV activities (for instance in events that mark
International Volunteer Day);
Contribute articles/write-ups on field experiences and submit them for UNDP and UNV
publications/websites, newsletters, press releases, etc.;
Promote or advise local groups in the use of online volunteering, or encourage relevant local
individuals and organizations to use the UNV Online Volunteering service whenever technically
possible.
Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the

The contract lasts for the period indicated above with possibility of extensions subject to availability of
funding, operational necessity and satisfactory performance. However, there is no expectation of renewal
of the assignment.
A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living
Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three).
The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities,
transportation, communications and other basic needs. The VLA can be computed by applying the Post-
Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,602. The VLA base rate is a global rate across
the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to
the cost of living. This method ensures that international UN Volunteers have comparable purchasing
power at all duty stations irrespective of varying costs of living. The PAM is established by the
International Civil Service Commission (ICSC) and is published at the beginning of every month on the
ICSC website http://icsc.un.org.

In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC,

Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the
volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and in
the event of a permanent reassignment to another duty station.
UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full
integration in the UN security framework (including residential security reimbursements).
UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for
periodic home visit and for the final repatriation travel (if applicable). Resettlement allowance is paid for
satisfactory service at the end of the assignment.
UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including
Code of conduct, to the successful candidate.

UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity
support to the UN Volunteer includes, but is not limited to:
- Introductory briefings about the organisation and office-related context including security, emergency
procedures, good cultural practice and orientation to the local environment;
- Support with arrival administration including setting-up of bank accounts, residence permit applications
and completion of other official processes as required by the host government or host entity;
- Structured guidance, mentoring and coaching by a supervisor including a clear workplan and
performance appraisal;
- Access to office space, equipment, IT support and any other systems and tools required to complete the
objectives of the assignment including a host entity email address;
- Access to shared host entity corporate knowledge, training and learning;
- Inclusion of the volunteer in emergency procedures such as evacuations;
- Leave management;
