Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Within the Department of Migration Management (DMM), and in coordination with the Department of Operations and Emergencies (DOE), the Migration Health Division (MHD) has the institutional responsibility to oversee, support and coordinate the Organization’s provision of health services in humanitarian emergencies globally.
As a formal partner of the WHO, and as a member of the Inter-Agency Standing Committee (IASC)’s Global Health Cluster, IOM is increasingly a key player in responding to humanitarian and public health emergencies. IOM has also addressed gender-based violence (GBV) within emergency and post-crisis programmes for many years. Building on lessons learned and emerging good practices documented over the course of these years, including through the implementation of Global project under the Safe from the Start Initiative funded by BPRM, IOM launched the Institutional Framework for Addressing GBV in Crises (GBViC Framework) in September 2018.
In light of the multidimensional nature of GBV and need for institutionalization of GBV programming within IOM, the GBViC Framework sets out an integrated whole of IOM approach to address GBV in crises. The Framework guide the strengthened integration of GBV efforts across sectors in crisis operations and, as such, establishes the foundation and support structure for IOM country offices around GBV programming. In this context, the incumbent will support the strengthening of the integration of GBV prevention and response into IOM’s health programming.
As part of the implementation of the Phase IV of the Safe From the Start initiative, IOM plans to map current health and GBV programming, and analyze linkages between the two areas. This exercise will enable the identification of needs and gaps and assess best practices in IOM’s current integration of essential GBV mainstreaming actions in the delivery of health care. Moreover, IOM will promote sustainability and coherence through the development of comprehensive institutional guidelines and tools integrating health and GBV prevention, risk mitigation and response, building upon guidance established with the mental health and psychosocial support (MHPSS) unit, and consistent with the IASC Guidelines for Integrating GBV in Humanitarian Action (GBV Guidelines). This guidance material will be an important component of the toolkit accompanying the GBViC Framework.
Under the direct supervision of the Emergency Health Operations Officer of the MHD, and in close coordination with the GBV Specialist of DOE, the successful candidate will lead the development of this assessment exercise and provide overall technical support to develop guidance on mainstreaming GBV in health programming in collaboration with MHPSS, MHD and the GBV focal points.
The successful candidate will bring significant experience in technical and operational programming, in order to undertake the tasks outlined below:
Core Functions / Responsibilities:
- Provide overall technical quality assurance for the development and implementation of approaches for integrating GBV prevention, risk mitigation and response in health programming.
- Conduct mapping of IOM’s current programming for health and GBV, and assess gaps, needs and best practices, in order to improve the understanding of IOM’s current capacity in the delivery of health care and for GBV survivors, as well as linkages with other GBV prevention programming for women, men, boys and girls.
- Develop comprehensive institutional guidelines and tools integrating health and GBV prevention, risk mitigation and response, including the link with MHPSS, consistent with the IASC GBV guidelines.
- Enhance IOM’s capacity to engage in multi-sectoral and interagency forums on the linkages between health and GBV and undertake coordination with GBV actors and other sectors to address GBV risks and ensure protection for women, girls and other at-risk groups.
- Provide guidance to strengthen capacity among health teams at IOM country offices to enhance provision of general and specialized health care services related to GBV, to alleviate harm and mitigate or avert risks of further harm and promote overall wellbeing.
- Assess awareness and capacity of specialized staff in the provision of clinical care for GBV survivors – as well as awareness and understanding of GBV and its consequences among all health staff.
- Support enhancement of accessibility of health and reproductive health facilities that integrate GBV related services – and ensure GBV referrals link to IOM health programming as appropriate.
- Provide guidance for pre-positioning trained staff and appropriate supplies to implement clinical care for GBV survivors in a variety of health systems.
- Ensure that health programmes sharing information about incidents of GBV within IOM or with partners in the larger humanitarian community abide by safety and ethical standards.
- Perform other duties as may be assigned.
Tangible and measurable outputs of the work assignment
- Assessment Report/Mapping of IOM’s current programming for health and GBV (including gaps, needs and best practices and recommendations).
- Comprehensive institutional guidelines and tools integrating health and GBV prevention, risk mitigation and response, including the link with MHPSS, consistent with the IASC GBV guidelines.
- Presentation of guidelines and tools for awareness and training purposes.
- Training tools to strengthen capacity among health teams at IOM country offices to enhance provision of general and specialized health care services related to GBV, to alleviate harm and mitigate or avert risks of further harm and promote overall wellbeing.
- Undertake field missions.
- Assist the Migration Health Division in preparation for meetings, attendance at meetings and other duties as may be assigned.
Realistic delivery dates and details as to how the work must be delivered
- At least one weekly meeting with the supervisor, with further updates as necessary.
- All deliverables must be finalised by the end of the consultancy – a more detailed timeline will be discussed with the consultant and supervisor.
Performance indicators for evaluation of results
- Satisfactory completion of the tasks indicated in this TOR.
- Initiative and capacity to propose short term- to longer term solutions to GBV related issues in Migration Health.
- Quality information sharing on GBV related issues.
Required Qualifications and Experience:
Education
- Master’s degree in Public Health, International Health or a related field from an academic institution with five years of relevant professional experience; or
- Bachelor’s / University degree in Medicine/Nursing, Social Sciences, Social Work, Psychology , Health Sciences or a relevant from an accredited academic institution with seven years of relevant professional experience.
Experience
- At least five years’ professional experience working with GBV survivors and/or on GBV and health programs in an emergency and/or post-conflict environment;
- Strong M&E and pedagogical approach with demonstrated ability to design and deliver effective training and guidance;
- Good report writing skills;
- Excellent communication and negotiation skills; Ability to work effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds;
- Strong interpersonal and organizational skills;
- Demonstrated capacity to adapt experiences, tools and approaches developed in other settings to the local context;
- Ability to maintain effective working relationships with international, governmental and non-governmental officials;
- Delivers on set objectives in hardship situations;
- Effectively coordinates actions with other implementing partners;
- Works effectively with local authorities, stakeholders, beneficiaries, and the broader community;
- Solid analytical and drafting skills.
Languages
Fluency in English language is required. Working knowledge in French, Spanish, Arabic language is an advantage.
