What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Telecom engineer acts as an interface between the field ICT Staff and service providers for the operation and corrective maintenance of telecommunications systems.
He participates, suggests and helps in the drive of the Telecommunication strategy and smooth running of operation within his field of expertise.

Accountabilities & Functional responsibilities

  • Anticipate needs, identify issue and orient on HF and VHF, UHF technologies
  • Anticipate needs, identify issue and orient on satellite technologies (Data, Voice), transportable, portable and ultraportable (VSAT, Thuraya, Inmarsat, etc..)
  • Anticipate needs, identify issue and orient on geo-localisation services
  • Anticipate needs, identify issue and orient on PABX technologies or Session Border Controller (SBC), etc.
  • Anticipate needs, identify issue and orient on GSM Service
  • Anticipate needs, identify issue and orient on Electrical issues in Server Room, earthing, etc.
  • Anticipate needs, identify issue and orient on wireless technologies (LAN to LAN, etc.)
  • LAN/WAN (IP, Routing, Satellite wise, etc) experience and stake understanding
  • Solutions for “WAN extension”
  • Monitoring (Not limited to: Electrical and WAN) experience and stake understanding
  • Support L3 on all here above technologies
  • Evaluate and train new ICT field Staff on here above technologies
  • Manage the ICRC documentation ecosystem linked to the related technologies
  • Prepare content, support and documentation for End Users and ICT Staff
  • Maintain Inventory database and manage the changes, participate on evolution of the tool
  • Participate and feed the Telecom Strategy
  • Participate and represent ICRC on different Telecom forums, Transfer actionable substance to ICRC
  • Contract management linked to the related technologies as well as and some invoice management
  • Develop skills and anticipate ICRC needs for IoT (Internet of Things).
  • Short field mission
  • Ready to collaborate sometimes with no Telecom project/activities.

Certifications / Education required

  • Telecommunications Engineer Bachelor or considered equivalent

Profile and experience required

  • Minimum 3 years’ experience as a Field ICT Engineer with very good knowledge of telecommunication systems used by humanitarian organisation
  • Strong analytical and synthesis
  • Fluent in French and English
  • Communication skills and negotiate ability with partners, users and ICT Staff
  • Ability to work in a team and independently
  • Great relational and good team spirit.
  • Flexibility and able to manage ambiguities
  • Good organizational skills, responsibilities and priorities
  • Availability for field mission or supplier/provider visits

Desired profile and skills

  • Strongly motivated by humanitarian work
  • ICRC ICT Field Experience
  • Knowledge of NGO’s world and ecosystem
