BACKGROUND

The Department of Programs is the central management and coordinating function for program delivery and capacity development. It is responsible for the implementation of IDLO’s global program portfolio for field and non-field locations in line with organizational strategy. It coordinates the necessary monitoring, coordination, compliance, quality control, and progress reporting of programs. 

 

The Program Coordination Unit (PCU) supports global quality program design and timely program reporting, in line with donor and institutional standards; and provides program-related institutional support and knowledge.

  1. Lead the institutionalization of IDLO’s results-based monitoring system and oversee the quality of program monitoring processes at IDLO, including:
  • Provide support with designing Monitoring, Evaluation and Learning Plans, developing indicators, choose/develop data collection methods and tools, and advise on data management tools.
  • Monitor program implementation issues, including revisions to project design and work plans; propose solutions for timely and optimal course corrections;
  • Design/revise the Monitoring Framework as necessary, including: Theory of Change, logical model, logical framework, key performance indicators, risk-management plan, and data collection tools.
  1. Organize trainings and workshops to build the program monitoring capacity of IDLO’s staff and implementing partners.
  • Provide on-the-job capacity building and needs-driven monitoring support to IDLO’s program employees including in field offices.
  • Facilitate organization-wide monitoring, learning, and reporting, by organizing reflection meetings and analyzing, synthesizing, and sharing monitoring information.
  1. Lead (internal and external) monitoring-related networking, knowledge-sharing, and advocacy activities.
  • Develop and maintain effective relationships with counterparts in international organizations, NGOs, and partners on evaluation/impact assessment through knowledge sharing initiatives and professional collaboration.

Assess technical, budgetary and personnel needs for IDLO to be able to deliver on its M&E commitments.

 

IDEAL CANDIDATE PROFILE

Education and Experience

  • Master’s Degree in Social Science, International Relations, Statistics, Development Studies, or other related field is required;
  • Minimum 05-07 years of relevant professional experience in results-based monitoring with an emphasis on designing monitoring processes and providing needs-driven monitoring support in an international organization, national development aid organization, or recognized NGO implementing development programs.
  • Affinity in the field of rule of law and good governance would be an asset;             
  • Experience working in fragile/post-conflict countries is an asset.

Languages

  • Excellent written and verbal communication skills in English, and possibly in one of the following languages: French, Spanish, Russian or Arabic.

Specific Knowledge / Skills / Competencies

  • Familiarity with standard program and data management tools, as well as results-based management and monitoring and evaluation principles;
  • Excellent written and verbal communication skills;
  • Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software;
  • Works well with others and actively participates. Shares information, contributes, encourages and motivates others to become involved in team activities. Provides constructive feedback and willingly helps others. Contributes to a fair environment that fosters collaboration and cooperation. Works effectively across and within IDLO organizational boundaries;
  • Acts as a role model and offers guidance to colleagues. Takes initiative to share knowledge, experiences and information with others. Accepts and gives constructive feedback (up, down and across) to develop and motivate others;
  • Proven ability to see through tasks set and deliver results;
  • The ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit; Ability and willingness to travel to unstable and post-conflict regions, if necessary;
  • A keen sense of ethics, integrity, and commitment to IDLO’s mandate. Self-motivated and dynamic with a willingness and ability to use initiative to assist the organization to achieve its objectives.

 

TERMS AND CONDITIONS

The annual salary for this affiliate professional, internationally recruited position is in the range of € 58,000.- commensurate with qualifications and experience, plus additional admissible allowances and benefits. The selected candidate will be offered a contract for 24 months, renewable, subject to performance and funding availability. 

The IDLO benefit package in accordance with IDLO Employee Regulations and Rules includes: Provident Fund (IDLO contribution 14%) and subsidized health insurance coverage including life insurance, medical and dental through CIGNA International to the employee and eligible dependents plus other admissible benefits. Relocation support is available for internationally recruited employees. 

The remuneration is net of income tax for those without Italian nationality or permanent residence.
