The Norwegian Red Cross is part of the Red Cross Red Crescent (RCRC) Movement, the world’s largest humanitarian network with millions of volunteers in 190 countries. The RCRC Movement’s mission is to alleviate human suffering, protect life and health, and uphold human dignity especially during armed conflicts and other emergencies. The international engagement of NorCross is based on and guided by humanitarian needs and the humanitarian imperative aiming at achieving humanitarian objectives. Internationally, NorCross operates exclusively inside the framework of the RCRC Movement, and has established regional and country offices to ensure decentralized decision-making and proximity to partners and projects. 
 
The ability of National Society partners to respond adequately to actual needs of the affected population is an important strategic choice for NorCross. The main priority in Afghanistan is to enhance the provision of primary health care in areas where other entities struggle to deliver such services. To strengthen the provision of humanitarian assistance and ensuring staff and volunteers remain safe from harm, NorCross will integrate protection into logistics and health programming by using safer access methodologies.  
 
Given the deterioration in the humanitarian situation, NorCross supports the Afghan Red Crescent Society in providing life-saving humanitarian services in close collaboration with the ICRC and in coordination with other relevant organizations  
 
NorCross objectives in Afghanistan:  
  • help to improve access to quality lifesaving services and primary health care for the most vulnerable and hard to reach communities affected by the protracted crisis  
  • strengthen the effectiveness of the ARCS' finance management  
  • strengthen Red Cross Red Crescent Movement humanitarian diplomacy to enhance access to, and delivery of, health care services    
 
The overall responsibility as Country Manager in Afghanistan:   
  • achieve Norwegian Red Cross humanitarian objectives at country level through results-based project management and risk management.  
  • Follow up and strengthen the National Society partnership through project development and management in line with established project agreements and project plans.   
  • Manage country office personnel in accordance with Norwegian Red Cross leadership development framework, and in-country security.     
  • Represent Norwegian Red Cross in-country and contribute to complementary roles and responsibilities.  
 
Mission specifics:  
  • In coordination with Technical Delegate, supports Afghanistan health interventions i.e. carries out needs assessments, quality assures project design, monitoring and evaluation plan, and provides relevant advice throughout the project cycle.   
  • In coordination with Technical Delegate, trains and coaches ARCS project staff on the operationalization of technical standards and supports them in resolving challenges during implementation.

Education:   
  • University Degree, preferably in health-related discipline  
  • Education or working experience relevant for programmatic focus  
 
Experience with:   
  • Track record of managing humanitarian teams in complex humanitarian setting   
  • Proven ability to implement Health programmes in challenging contexts.    
  • Excellent drafting skills. successful donor applications and reporting on humanitarian projects with measurable results.  
 
Other skills:    
fluent written and spoken English

Regional Representative ASIA, based in Islamabad, Pakistan  
 
Position is based in:  
Kabul, Afghanistan  
 
Contract:   
24 months’ contract, with possibility for extension
