THE POSITION

The Department of Programs is the central management and coordinating function for program delivery and capacity development.  It is responsible for the implementation of IDLO’s global program portfolio for field and non-field locations in line with organizational strategy.


The Regional Program Manager represents IDLO with Partners, IDLO HQ staff and Government officials, technical advisors and experts, donors and civil society. 
Reporting to the Director of Programs, the Regional Program Manager-MENA is responsible for leading the development and implementation of innovative and complex programs. The Regional Program Manager leads and supervises Program teams in HQ and Senior Managers in Field Offices. The Regional Program Manager develops Regional Strategies in alignment with Organizational Strategies and oversees a portfolio of work in the assigned region. 

In particular, the Regional Program Manager -MENA will be expected to:

  1. Ensure regional program strategy is aligned with IDLO’s global programmatic priorities:
    • Lead in defining regional and country strategies, sharing accountability with Appropriate Country Managers for key performance indicators ensuring that these are aligned to the strategic priorities of the organization.
  1. Responsible for overall program management/oversight:
    • Expedite program implementation through discussions and correspondence with technical, substantive, and project personnel, ensuring HQ support, including undertaking field visits and analysis of periodic program progress reports;
    • Exercise finance and budget responsibility;
    • Oversee the research, design, and drafting of program strategies, proposals, working papers, MOUs, briefs, and other original materials for IDLO programs in the assigned region;
    • Maintain an overview of the program status, including progress and problems, to brief management or donors, both orally and through regularly updated summary status reports;
    • Ensuring compliance with IDLO’s policies, business processes, procedures and contractual obligations in relation to program management and implementation;
    • Ensure that key achievements and results within the respective program portfolio are promptly brought to the attention of IDLO stakeholders, including External Relations, Resource Mobilization, and Research & Learning.
  2. Oversee Program Development and Design:
    • Design projects and programs of work, define approaches to IDLO programming and ensure availability of funds including by leading scoping missions;
    • Oversee the design of implementation plans by means of standardized program cycle management tools, logic models and frameworks, work plans, monitoring reports, and others.
  3. Resource Mobilization:
    • Actively participate in advancing new donor and stakeholder partnerships; provide input to relevant institutional and project websites; provide active support in working with external stakeholders and donors to maintain or enhance existing relationships to the benefit of the Organization.
  4. Representation:
    • Represent IDLO with Partners, IDLO employees, Government officials, technical advisors and experts, donors and civil society ensuring that project achievements are shared to position IDLO as a partner in the work of development in the area of rule of law.
  5. Lead the program team, ensuring effective, efficient, results-based and timely delivery of activities and results:
    • Effectively lead the team by providing clear direction, addressing development, and performance management through ongoing dialogue, and mentoring; fostering a teamwork approach in meeting objectives and goals; address possible conflicts in a positive and constructive manner; encourage initiative and maintain effective working relationships within a multi-cultural setting;
    • Responsible for developing staffing plans, coordinating with Human Resources in the recruitment and selection of employees and consultants;
    • Oversee the monitoring of contracts, responsible for providing recommendations on amendments and changes to contracts and status.

 

IDEAL CANDIDATE PROFILE

Education and Experience

  • Advanced university degree in international development, law, public administration, business administration, public policy or other relevant social sciences.
  • Minimum of 10 years of significant relevant professional experience within an international organization, designing and implementing complex/innovative programs.

 

Languages

  • Fluency in English and Arabic is required. French would be an advantage.

Specific knowledge, skills and behavioral competencies

  • Familiarity with standard program and data management tools, as well as results-based management and monitoring and evaluation principles.
  • Excellent written and verbal communication skills.
  • Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT and internet software.
  • Shares information, contributes, encourages and motivates others to become involved in team activities. Provides constructive feedback. Contributes to a fair environment that fosters collaboration and cooperation.
  • Works effectively across and within IDLO organizational boundaries.
  • Is accessible, acts as a role model and offers guidance to colleagues. Takes initiative to share knowledge, experiences and information with others. Accepts and gives constructive feedback (up, down and across) to develop and motivate others.
  • Proven ability to see through tasks set and deliver results.
  • The ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit.
  • Ability and willingness to travel to the region, if necessary, including for extended missions and start-up or interim-management of programs.
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

 

TERMS AND CONDITIONS

The annual salary for this fixed-term professional, internationally recruited position is in the range of € 80,000- commensurate with qualifications and experience, plus additional admissible allowances and benefits. The selected candidate will be offered a contract for 24 months, renewable, subject to performance and fund availability. 

IDLO benefit package in accordance with IDLO Employee regulations and Rules includes: Provident Fund (IDLO contribution 14%) and subsidized health insurance coverage including life insurance, medical and dental through CIGNA International to the employee and eligible dependents plus other admissible benefits.

Relocation support is available for internationally recruited employees. The remuneration is net of income tax for those without Italian nationality or permanent residence.
