The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs



External consultant to design and package a practical resource for designing and implementing programmes with and for youth

The specific objectives of this consultancy are to:

The objective of the consultancy is to produce a toolkit and related training manual centered around designing and implementing youth programmes with and for youth. 

  • Analyse existing materials and tools to extract relevant content which can be included and/or adapted to be part of the toolkit.

  • Create a technical toolkit specific to youth programming to be used by NRC, partners, and  community based organizations. The toolkit must be user friendly and field oriented, with practical tools that are easy to use within a local level youth programme and should use existing materials.

  • Assure that materials are appropriate to the Jordan context.

  • Develop a toolkit training manual including training modules corresponding to the toolkit content. This could be in the form of a basic guide or powerpoint presentations with relevant corresponding lesson plans or handouts. The training should be designed to be interactive in approach and methodology.

  • Prepare an orientation workshop on all materials for NRC Youth team. This team will comprise of programme managers, technical advisors and trainers who will eventually conduct the training with Community Based Organizations. It should be primarily designed to ensure trainers acquire a solid understanding of the material the will then be used to train Community Based Organizations working with young people.

Qualifications and Experience

The consultant must demonstrate the following qualifications:

  • Thorough knowledge of and experience working in Jordanian or MENA youth context

  • Extensive skills in sourcing, drafting and packaging educational curriculum and materials

  • Extensive experience in youth programming

  • Experience with materials addressing all educational content listed in Specific Objectives above

  • Experience in humanitarian/refugee/camp educational contexts and/or complex environments

  • Experience working with humanitarian organizations; in particular experience working with local community based organizations

  • Experience in capacity building of local organisations

  • Fluency in English, both written and verbal. Arabic language skills are an advantage.

  • Relevant university qualifications

  • A minimum of ten years of relevant professional experience
