Background

Gender Responsive Budgeting (GRB) is a performance-based budgeting approach which enhances public policies efficiency, effectiveness and equity. It aims to reduce gender inequalities and discriminations against women through the definition and implementation of clear public policies monitored thanks to monitoring indicators and effectively implemented thanks to yearly voted budgets.

To ensure an effective implementation of GRB, Morocco has adopted since 2015 a legal framework enhancing GRB implementation at the national and territorial level. Besides, it has created an entity in charge of GRB implementation since 2013: The Center of Excellence for Gender Responsive Budgeting in Morocco (CE-GRB). The CE-GRB is mainly in charge of supporting the line ministries and local authorities in the effective implementation and monitoring of the GRB.

More particularly and regarding the national legal framework, the Finance Organic Law 130-30 adopted in 2015 requires all the line ministries to:

• Submit as an annex to the finance bill a report entitled "Gender-sensitive results-based budget report" or, more commonly, "Gender Report" (Article 48);

• Present their annual budgets by program, regions and projects or actions, while defining gender sensitive objectives and indicators for each program (Article 39[1][2]).

At the territorial level, the Local Organic Laws (Law 111.14 related to the regions, Law 112.14 related to the prefectures and provinces and Law 113.14 related to the municipalities), adopted in July 2015, require all local and regional authorities to develop gender sensitive objectives and indicators for their programs or projects (Article 171, Article 150 and Article 158 respectively).

Besides, regarding the national institutional framework, the Center of Excellence for Gender Responsive Budgeting of Morocco (CE-GRB) was launched by the Minister of Economy and Finance following the High-Level International Conference on Gender Responsive Budgeting held in Marrakech in November 2012. The establishment of this Center within the Ministry of Economy and Finance is a key outcome of the partnership launched since 2002 between the Ministry and UN Women to promote GRB as an efficient instrument for equality and gender equity.

The CE-GRB is based on a vision of capitalization, innovation, learning and sharing, and aims to establish a dynamic of excellence through the provided support to the various stakeholders in the field of GRB at the national, regional and global levels.

The CE-GRB strategy is based on four strategic axes:

• Strategic Axis 1: Institutional support and capacity building provided by the CE-GRB is strengthened through the enhancement of CE-GRB efficiency and the development of a pool of GRB experts;

• Strategic Axis 2: Technical support is provided to GRB stakeholders through gender mainstreaming their planning and budget processes, as well as through the development of innovation and research on GRB;

• Strategic Axis 3: Promotion of GRB at the national and international level and the positioning of CE-GRB as a global platform for GRB knowledge capitalization and best practices sharing is ensured;

• Strategic Axis 4: Achieving equity and social justice based on scientific evidence by providing stakeholders with tools and technical instruments to strengthen gender mainstreaming in their budget processes.

Within the framework of its strategic axis 2, the CE-GRB and the Ministry of Economy and Finance’s Department of Financial Studies and Forecasts (DFSF) would like to improve the "Gender Report" and to make it a strategic tool to enhance public accountability in promoting gender equality.

The CE-GRB and the Ministry of Economy and Finance’s Department of Financial Studies and Forecasts (DFSF) are looking for an international expert in Public Finance / Gender Responsive Budgeting to oversee the improvement of the “Gender Report” based on GRB and Public Finance Management key principles and the capacity building of the ministerial departments and parliamentarians in drafting and using this report.

[1] Article 48: The Finance Bill of the Year is laid on the House of Representatives' desk no later than October 20th of the current budget year. It is accompanied by the following documents: (1) introductory note to the Finance Law containing data concerning the investments of the general budget as well as the financial and economic impacts of the proposed tax and customs provisions; (2) economic and financial report; (3) report on the public institutions and companies sector; (4) report on the managed autonomously state services; (5) report on the Treasury special accounts; (6) report on tax expenditures; (7) report on the public debt; (8) results-based budget report taking into account the gender approach; (9) report on human resources; (10) compensation report; (11) note on expenses related to common expenses; (12) report on public land mobilized for investment; (13) note on the regional distribution of the investment.

The finance bill of the year can also be accompanied by a report on the consolidated accounts of the public sector. It is immediately submitted for consideration by the Finance Committee of the House of Representatives.

The multiannual programming of ministerial departments or institutions, as well as that of public institutions and companies subject to their supervision and benefiting from earmarked resources or State subsidies, is presented, for information, to the relevant parliamentary committees in support of these ministerial departments or institutions’ draft budgets.

[2] Article 39: A program is a coherent set of projects or actions within the same ministerial department or institution with associated objectives defined in terms of general interest objectives and quantified indicators to measure the expected results. subject to an evaluation aimed at ensuring the conditions of effectiveness, efficiency and quality related to the achievements. A program responsible, designated within each ministerial department or institution, is in charge of defining the objectives and indicators of this program and of monitoring its implementation. The objectives of a program and related indicators are included in the performance project prepared by the ministerial department or institution concerned. This performance project is presented, to the relevant parliamentary committee in support of the project budget that ministerial department or institution has developed. The gender mainstreaming approach is taken into account when setting the objectives and indicators mentioned above. The credits for a program are distributed, depending on the cases, within:

  • the chapters related to the budget of the ministerial department or institution concerned;
  • the chapters related to state services autonomously managed and attached to the ministerial department or institution concerned;
  • the special assignment accounts related to the ministerial department or institution concerned.

Duties and Responsibilities

Overall objective of the consultation

The International Expert in Public Finance / Gender Responsive Budgeting will be in charge of developing and ensuring the quality of the deliverables mentioned in this document and to make the "Gender Report" a strategic tool for monitoring, evaluation in line with GRB and Public Finance key principles.

Specific objectives

The International Expert in Public Finance / Gender Responsive Budgeting will:

  1. Conduct a diagnosis of the contribution of the "Gender Report" on the implementation and monitoring of GRB in Morocco including an overview of international best practices in monitoring and evaluation of GRB;
  2. Develop a specific and concerted vision of the role and expected impact of the "Gender Report" in line with the Finance Organic Law;
  3. Review the structure and content of the "Gender Report" based on the conducted diagnosis of the contribution of the "Gender Report" and on International Best Practices in GRB reporting and monitoring;
  4. Propose a new version of the “Gender Report” including:
    1. Key structure/template, indicators, monitoring methodologies to be followed by the line ministries when drafting the Gender Report
    2. A Role sharing framework that specifies each key stakeholder key roles
  5. Develop simple methodologies to support ministerial departments to systematically use the Gender Responsive/Sensitive planning and budgeting approach, based on an analysis of their current Information System
  6. Develop training modules/presentations to:
    1. Support the Ministry of Economy and Finance and line ministries in drafting, validation, dissemination and appropriation of the "Gender Report" in its new form;
    2. Train parliamentarians to analyze and use the "Gender Report" in its new version

Expected results

The expected results are:

  1. The Gender Report is improved and is aligned with GRB and Public Finance Management key principles;
  2. All ministerial departments classes (or segments) involved in the drafting of the Gender Report have standardized and progressive methodological notes to successfully implement Gender Responsive Planning and Budgeting and training modules to enable them to use these methodologies;
  3. All officials from the Ministry of Economy and Finance involved have training modules to draft, validate, disseminate and enhance the appropriation of the Gender Report in its new version;
  4. All the parliamentarians involved in the Budget Validation stage have key methodologies and training modules to analyze and use/exploit the Gender Report in its new version.

Target audience

All the stakeholders involved in the drafting, validation, dissemination and use of the "Gender Report" and in the Budget Process: Ministerial Departments; Officials from the Ministry of Economy and Finance; Parliamentarians.

Proposed approach

The international expert in Public Finance / Gender Responsive Budgeting will have to follow the following approach:

  1. Conduct an assessment of the contribution of the "Gender Report" to the effective monitoring of GRB in Morocco by:
    • Analyzing the analytical quality, structure and clarity of the "Gender Report" as currently presented and developed;
    • Conducting a mapping of the statistical data used in the drafting of the "Gender Report" and building on the studies previously conducted in this field;
    • Conducting a classification of a sample of ministerial departments[1] according to their progress in GRB implementation based on rational criteria to be defined, while analyzing the reasons which can explain this segmentation, including the availability of gender-sensitive statistical data within ministerial departments and the capacity of their competencies to consolidate, use and analyze existing statistical data and information. This assessment will be based on:
  • A desk review;
  • An interview of key GRB (Ministry Departments, including the MEF, and parliamentarians) on gender responsive budgeting and reporting on its implementation in Morocco;
  • An analysis of international good practices in GRB monitoring and monitoring, including key global success stories in the preparation of annual reports accompanying draft Finance Laws and addressing gender equality issues;
  1. Suggest ways to improve the "Gender Report" by:
    • Developing a specific and concerted vision of the role and expected impact of the "Gender Report" in terms of monitoring the implementation of GRB in Morocco;
    • Making specific recommendations to improve the "Gender Report" based on the assessment conducted and the international good practices identified.

3. Review the architecture and content of the "Gender Report" based on the conducted assessment and international best practices by proposing:

  • For each ministerial department class: A new simple, analytical and standardized framework guiding the writing of the "Gender Report" and adapted to the specificities of each defined ministerial departmental class or segment. This framework will have to include for each section a practical methodology aligned with the principles of GRB allowing each class or segment of Ministerial Departments to:
    1. Identify Gender Inequalities aligned with the ministerial department class’s missions and sector challenges;
    2. Identify or develop sectorial strategy to reduce gender inequalities;
    3. Identify or develop gender sensitive sectorial programmes and their Key Progress and Performance Indicators;
    4. Assess, if needed, the budget to be attached to each gender sensitive sectorial programme;
    5. Consolidate the sectoral budget dedicated to reducing gender inequalities in each sectorial department;
    6. Measure the progress of each gender sensitive sectorial programme including those detailed in the performance projects;
    7. Develop an action plan to readjust/review gender sensitive programming and budgeting.

4. Strengthen the capacities of the stakeholders involved in the drafting, consolidation, validation and use of the "Gender Report" by developing:

  • Training modules for each class or segment of Ministerial Departments involved in the drafting, validation, dissemination, and use of the "Gender Report" in its new form to enable the Ministerial Department from each class or segment to understand and use the standardized and dynamic methodologies developed;
  • Training modules for MEF representatives to successfully support the ministerial departments in drafting and validating the "Gender Report";
  • Training modules for parliamentarians to successfully analyze and use the "Gender Report" in its new form.

The expected deliverables are:

1. Deliverable 1:Assessment report:

  • Assessment report on the contribution of the Gender Report in the monitoring and reporting of the implementation of gender-sensitive programming and budgeting in Morocco which includes the classification of a sample of ministerial departments[2] (according to their level of expertise in GRB implementation) including a synthesis of international best practices in Gender Responsive Programming and Monitoring;

2. Deliverable 2: Report on Areas for Improvement:

  • Synthetic report of recommendations for the improvement of the "Gender Report" based on the conducted assessment GRB monitoring international good practices;
  • For each ministerial department class or segment: A new simple, analytical and standardized framework guiding the writing of the "Gender Report" and adapted to the specificities of each defined ministerial departmental class or segment. This framework will have to include for each section a practical methodology aligned with the principles of GRB allowing each class or segment of ministerial department to:
    • Measure Sectoral Gender Inequalities;
    • Identify or develop sectorial strategy to reduce gender inequalities;
    • Identify or develop gender sensitive sectorial programmes and their Key Progress and Performance Indicators;
    • Assess, if needed, the budget to be attached to each gender sensitive sectorial programme;
    • Consolidate the sectoral budget dedicated to reducing gender inequalities in each sectorial department;
    • Measure the progress of each gender sensitive sectorial programme including those detailed in the performance projects;
    • Develop an action plan to readjust/review gender sensitive programming and budgeting.
  • Standardized and customized methodologies for Gender Responsive Programming, Budgeting and Monitoring for each ministerial department class allowing each ministerial department class to:
    • Identify and analyze gender inequalities in the related sector based on quantitative indicators;
    • Identify and consolidate all existing programmes and projects within the Ministerial Department which aim to address gender inequalities and with quantified indicators;
    • Measure the progress of programmes aimed at reducing gender inequalities including those included in performance projects;
    • Consolidate the budget allocated by the Ministerial Department for advancing gender equality.

3. Deliverable 3: Capacity Building Module

  • Training modules according to targets - training modules for each class of Ministerial Departments, MEF representatives and parliamentarians

Working languages

  • The International Expert in Public Finance / Gender Responsive Budgeting will have to master Arabic and / or French and / or English;
  • Deliverables will be produced in English or French.

Payment

Payment will be made in three installments once the deliverables are receipted by UN Women and validated by UN Women after the approval of the Ministry of Economy and Finance/DEPF and the Center of Excellence for GRB.

Institutional Arrangement

The International Expert in Public Finance / Gender Responsive Budgeting will work in close partnership with UN Women's Program Specialist in the Maghreb area and in close coordination and consultation with the Ministry of Economy and Finance / Department of Financial Studies and Forecasts (DFSF), and will be responsible for completing the tasks and deliverables as mentioned above.

Evaluation Criteria:

The maximum number of points an offer can obtain for his proposal is as follows:

Technical proposal: 70

Financial proposal: 30

Total number of points: 100

Evaluation of the technical proposal:

Cumulative analysis:

A two-step process will be used to evaluate bids. The technical proposal will be evaluated with a minimum pass requirement of 70% of the total points that can be obtained [maximum score: 70 points] for the technical proposal.

Will be rejected at this stage any technical proposal that has not reached the minimum technical score of 49 points (corresponding to 70% of the total points) and this, before the opening and comparison of financial offers.

The technical committee will evaluate and rate the technical proposals according to the following criteria (max 70 points):

Only financial offers of bidders whose technical proposal has reached the minimum technical threshold of 49 and deemed compliant will be opened. Non-compliant proposals will not be eligible for later phases of the examination.

Evaluation of the financial proposal:

The lowest-priced financial proposal will get the maximum score awarded to the financial offer. All other financial proposals are scored using the following formula:

The contract is awarded to the tenderers who obtained the highest overall score, following the addition of the two notes: technical and financial.

Academic training:
