Organizational Background:

The World Food Programme Somalia activities include food assistance for relief, emergency school feeding, nutrition and food assistance for assets creation through provision of in-kind and cash-based transfers.

This position is open to qualified Somali candidates with good knowledge of the local area. Female candidates in particular, are encouraged to apply.

Duties and Responsibilities:

Under the direct supervision of the Logistics Officer and the overall supervision of the Head of Area/Sub-Office, the incumbent undertakes the following responsibilities:

  • Confirm receipt for all waybills issued for the monthly local dispatches and follow up with respective contractors for timely return of the waybills;
  • Receive and verify invoices from vendors and forward to Nairobi Liaison Office for further processing and payment;
  • Share Monthly Statements with the retailers for verification and submit to the Logistics focal point in Nairobi Liaison Office;
  • Organize and facilitate Retailer Relationship Management (RRM) meetings for all retailers within your area of work and prepare minutes;
  • Liaise with various departments on matters pertaining to the Logistics function on Cash Based Transfers;
  • Train retailers on the use of Point of Sale (POS) machines, Invoice reconciliation and generating reports;
  • Conduct oversight missions to retailers’ shops to ensure they are in line with the contract terms and conditions. 
  • Deal with retailers’ complaint forms on payment delays, problems related with the POS machines and then forward the issue to the concerned parties;
  • Conduct pre-selection Micro and Macro-supply chain assessment and launch Expression of Interests (EOI) in collaboration with the Procurement Unit;
  • Monitor the performance of vendors and participate in all retailers’ evaluation activities;
  • Monitor and report on market prices, availability of commodities, food quality, food expiry dates and general hygiene at traders’ shops;
  • Provide guidance to other support staff, to assist them in completing standard tasks to agreed standards and deadlines;
  • Perform other related duties as required.

Minimum Qualifications:

Education:

 Completion of secondary school education. A post-secondary certificate in the related functional area.

Experience:

At least four years of responsible support experience in logistics operations. Experience in cash-based transfers and retail management is desirable.

Language:

Fluency in both oral and written communication in English and Somali is a requirement.

Knowledge and skills:

Sound knowledge in innovative developments in cash-based transfers technologies and retail engagement strategies;

Demonstrated experience in retailer onboarding process, retailer relationship management and supply chain and corridor monitoring;

Experience in data management and analysis;

Hands on logistics experience in the UN or INGOs is desirable.
