Purpose of the Position\:

The tobacco control program aims to prevent the use of tobacco products among the general population and help those in need of quitting tobacco use.

 

Description of Duties

 

Under the direct supervision of the WHO Country Office of the focal point for health promotion and tobacco control program and the head of the Ethiopia Food and Medicine Administration (FMA), the communication consultant is expected to\:

  • Support the development of a Communication Strategy (advocacy, social mobilization, behavior change communication and media relations) for tobacco control based on the Tobacco Control Strategic Plan and the WHO Frame work Convention on Tobacco Control (FCTC);
  • In close consultation with FMA, coordinate  development of effective Communication Strategy, document evidences on successes and challenges of the Communication Strategy;
  • Manage project timelines and implement activities within the assigned deadline;
  • Organizes press conferences, briefing sessions, mass or public campaign or events etc.
  • Builds media relations with mainstream media to establish regular contact and ensure to access to information for journalists;
  • Based on the communication needs of each key tobacco control strategic objectives, conceptualize, design and develop IEC materials on tobacco control with messages tailored for various audience groups (general population, specific population groups and key stakeholders) using various formats as appropriate such as text, graphics, imageries, info graphics, video, printed materials, etc.;
  • Identify  appropriate communication channels, dissemination methods and media such as video, print, web/online media, traditional media, and social media, among others, to effectively communicate key messages to specific audience group;
  • Develop, maintain and update partners contact list/database to strengthen networking and partnership for tobacco control;
  • Help establish, document, review and refine process of working with celebrities, including special events, media opportunities, field trips etc.;
  • Conduct timely and accurate monitoring and evaluation activities to ensure the communications objectives are met and the strategy is effective;
  • Undertake lessons learned review of successful and unsuccessful communication experiences and share observations/findings with staff and partners;
  • Prepare  regular analytical reports on the implementation performance of the ongoing communication activities (behavior change, advocacy, social mobilization  and outreach campaign)  for tobacco control;
  • Carry out additional responsibilities as may be assigned from time to time by WHO/FMA or his/her designate;

 

Required Qualification

Education

Essential\: First university degree in Journalism, Communications/ Mass Media

Desirable\: Advanced University degree in Journalism, Communications/ Mass Media

Experience

 

Essential\: At least one year of relevant experience. Work experience in Government and development partners (NGOs).

Desirable\: Experience in using and/or organizing media relations, web/mobile/social media, print and public events.

•             Experience in conducting training on effective communications, advocacy, press release, and organizing press conference, etc;

Languages\:

Excellent knowledge of both written and spoken English

Expected Outputs\:

  • A clearly focused Communication Strategy and effective implementation plan
  • Situation Analysis Report on the context of tobacco control communication including opportunities and threats from the tobacco industry interference
  • Effective implementation of the Communication Strategy;
  • Press conferences, briefings, campaigns, held or organized;
  • Advocacy, promotional and awareness creation events and meetings;
  • Documentation of best practices, lessons learnt; etc.;
  • Creation of partners’ data base and engagement profile
  • Case studies and testimonials for advocacy complied and disseminated
  • No of jingles, panel discussions, interviews, workshops on tobacco control broadcasted by media (by TV, radio)
  • Trained journalists and data base for media relations

Skills

Good management, leadership, communications, and interpersonal skills. Thorough knowledge of Ethiopia mass media and communication context; Ability to work in a multi-disciplinary and multi-cultural environment,  Ability to establish and maintain partnerships at organizational, local and international levels,  Demonstrated ability to write technical and scientific reports and to deliver oral presentations,  Strong analytical and problem-solving skills, Knowledge of WHO policies and procedures.

Additional Information

·         Type of Contract-Special Service Agreement.

·         Duration – For one year with possibility of extension.

·         Duty Station – Addis Ababa Ethiopia seconded in Ethiopia Food and Medicine Administration (FMA).

·         Annual remuneration\: NOA step 1 as per UN salary scale which will be USD 1,838.75/month payable in ETB at the prevailing UN exchange rate.
