Background Information - Job-specific

The conflict in Yemen has given rise to a serious humanitarian crisis that has left 80 per cent of the population in need of assistance and support. The United Nations Verification and Inspection Mechanism for Yemen (UNVIM), in cooperation with the Office of Coordination for Humanitarian Affairs, plays an integral role in facilitating commercial and humanitarian assistance to alleviate the plight of people in need. In support of the Stockholm Agreement, UNVIM and OCHA, along with other agencies, are required to scale up operations and report on the situation and the response in-country on a monthly basis to the Security Council in New York. To support timely and effective liaison and coordination, UNVIM is looking for an Associate Liaison Officer at the P2 level to be co-located with OCHA, reporting on a daily basis to the Deputy Director for the Middle East and North Africa Branch in OCHA HQ in New York. 

Functional Responsibilities

Within delegated authority, the Associate Liaison Officer will be responsible for the following duties:

  • Facilitate timely and effective communication and coordination between UNVIM and OCHA senior management and operational teams at HQ and in the field on a daily basis, and support liaison and engagement with other UN departments and entities.
  • Monitor and report on trends and developments relating to the situation in the Yemen at the country, regional and global level and analyze the potential impact on commercial and humanitarian access in Yemen, as well as the operations of UNVIM and OCHA respectively. 
  • Analyze, collate and synthesize UNVIM’s operational data to inform policy and decision-making as well as monthly engagement with the Security Council in New York and other inter-agency or inter-governmental bodies.
  • Support drafting of key documents, including key messages, background documents, analytical reports, talking points, statements and reports, including on UNVIM’s engagement and contribution to the overall response.
  • Contribute to awareness raising and advocacy on the crisis in Yemen and its impact on the population, as well as UNVIM operations, with focus on the need for adequate commercial and humanitarian access to meet basic needs and support delivery of services to the population.
  • Assist in the organization of coordination meetings and events with other agencies and partners to facilitate shared understanding and common position on key operational issues. 
  • Perform other duties as required.

Education/Experience/Language requirements

  • A Master’s degree in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field, or equivalanet work experience.
  • A minimum of two years of progressively responsible experience in humanitarian affairs, development affairs, international relations, public relations or a related field.
  • Fluency in English and working knowledge of Arabic. Knowledge of another UN official language is an advantage.
