Development of KAICIID Strategic Plan for 2020-2024

 

1. BACKGROUND

The King Abdullah Bin Abdulaziz International Centre for Interreligious and Intercultural Dialogue (“KAICIID”) is an intergovernmental organization that was founded to enable, empower and encourage dialogue among followers of different religions and cultures around the world. Located in Vienna, the Centre is an independent, autonomous, international organization. More information about KAICIID can be viewed at http://www.kaiciid.org/

The Centre’s Strategic Plan for 2016-2019 was developed during 2015 and was approved by the Board of Directors and Council of Parties (COP). This strategy has guided and continues to guide KAICIID in implementing its annual Programme and Budgets throughout the period 2016-2019.

A mid-term assessment of the Strategic Plan took place at the end of 2017. The assessment included a high-level, light review of selected programme initiatives of the Centre with the primary aim of strengthening programmes and building capacity for 2018/2019 period. 

A comprehensive evaluation of the Strategic Plan for 2016-2019 will take place during the first half of 2019. In addition to evaluating the Centre’s programme initiatives, their results and impact, the evaluation will also review the organizational processes and procedures.

2. OBJECTIVE

The Centre is looking for a strategy expert(s) who will, based on the recommendations of the mid-term assessment and evaluation of the Strategic Plan for 2016-2019, together with the Centre’s senior management and representatives of the Board, design the Strategic Plan for 2020-2024.

3. METHODOLOGY

Working under the supervision of the Centre’s Director General, leading a multi-departmental task force, facilitating internal as well as multi-stakeholder meetings and consultation processes as required, the consultancy will include but not be limited to the services listed below.

4. SCOPE OF SERVICES

  • Preparatory phase
    • Review and familiarization with KAICIID mission and objectives, KAICIID strategy 2016 - 2019, mid-term assessment and all existing evaluations;
    • Substantive analysis, including analysis of stakeholders’ interests and current political situation having a bearing on KAICIID’s mandate and work;
    • Review of important major events planned the  by KAICIID partners, other IGOs and policy makers during the period 2020-2024;
    • Review of individual departmental strategies with the aim to integrate them in the overall strategic plan;
    • Review of current financial and human resources.
  • Formulation phase
    • Develop a consultation framework and work-plan for the entire exercise;
    • Coordinate collection of inputs from all relevant stakeholders during the consultations and discussions;
    • Identify priority focus areas and objectives for the next five years period to be included into a strategic plan;
    • Plan and facilitate at least three strategy formulation meetings and compile a detailed report.
  • Delivery phase
    • Collate, synthesize and draft Strategic Plan and a results matrix including desired impacts, outcomes and outputs to be achieved by the mid-term and at the end of the strategic period  and key performance indicators for tracking results;
    • Prepare planning, monitoring and evaluation framework;
    • Prepare a risk matrix;
    • Identify the financial and human resources required to implement  the plan;
    • Propose a review process every two years, that would allow adaption to the plan keeping in mind the five years objectives and horizon;
    • Propose how to build in-house capacity to adapt the plan and identify capacity gaps and the roadmap on how to address them;
    • Lead debriefing sessions with KAICIID senior staff and the designated advisory committee members;
    • Present the final Strategic Plan to the KAICIID Governing Bodies.

5. TIME FRAME AND LOCATION

  • April – September 2019
  • Partly home-based, partly in Vienna
  • Possible travel to KAICIID focus countries

6. REQUIRED QUALIFICATIONS AND EXPERIENCE 

  • Advanced university degree in management or related field;
  • At least 15 years of experience in development and business strategy development, organizational consulting, change management;
  • Experience of conducting similar projects in other intergovernmental and nongovernmental organizations;
  • Knowledge of the international interreligious and intercultural environment;
  • Ability to build relationships with staff and stakeholders at all levels;
  • Ability to advocate and leadership skills including ability to critically analyze issues, manage conflicts and take informed and considered decisions;
  • Excellent communication and facilitation skills;
  • Commitment to highest ethical standards and human rights;
  • Excellent writing, oral communication and presentation skills in English language. Knowledge of any other major languages desirable, preferably German, Spanish and/or Arabic.
