Background

 
The Procurement Services Unit (PSU) is part of the Bureau Management Services (BMS), with teams operating out of UNDP/HQ New York, Cyberjaya/Malaysia and in Copenhagen/Denmark, and the individual UNDP Bureau hubs. 
 
The Project Manager will be responsible for the implementation of (Phase II) of the Supplier of Interest Project (SOI), originally established to address the implementation of recommendations from the report of the Office of Audit and Investigations 1766 on vendor management. While (Phase I) was concluded in December 2018, (Phase II) of the SOI project will seek to implement categorization of payees in ATLAS (ERP) to improve UNDP vendor data quality and management and reporting mechanisms to enhance accountability and transparency. The project will further automate the vendor management, leading to efficiency gains, improving risk management, and reduce transaction costs. The result will be increased data accuracy and integrity as it improves quality of data by eliminating input by third party, and improvement of data security and protection of payees’ information.
 
In addition, the team is currently launching a series of automation tools to enhance UNDP procurement delivery, including, on-going roll-out of an Ecommerce Tool, E Tendering, Contract Management Tool, a Global Procurement Planning Tool (PROMPT), and an automated Procurement Capacity Assessment/Risk Management Tool. To support and further enhance procurement systems tools, UNDP is recruiting a Data and Systems Analyst to support systems automation and rollout to all UNDP BU’s globally. The (SOI) Project Manager will work with the PSU and OIMT teams to manage system development and enhancements; including test automation solutions for feasibility and quality assurance, estimate time and effort needed for rollouts; manage a calendar of rollouts; and work with client end-users in Business Units to ensure a smooth transition and adoption of enhancements. The (SOI) Project Manager will also provide: updated guidance and trainings on the procurement related automation systems; manage a community of system users; provide analysis of the performance of UNDP’s procurement automation systems; and manage web projects for PSU sites. 
 
The (SOI) Project Manager will report to the PSU Team Lead on location, and overall to the Chief, Procurement Support Unit (PSU), in close partnership with the PSU Regional Advisors and Procurement hubs in CPH/KL.
 

Duties and Responsibilities

  • Update of policies in POPP (OFRM & Procurement sections), and standard operating procedures (SOP) for vendor creation and management.
  • Development and ongoing maintenance of SOI monitoring dashboards for corporate oversight; work plan including staff training  sessions aimed at increasing data integrity and accuracy.
  • Business strategy for development, deployment, and management of master vendor record database.
  • Management and Integration of Procurement Systems: Procurement Planning Platform (PROMPT), Risk Management Radar, Data Warehouse.
  • Build, promote, and maintain business relations between PSU and OIMT during the PeopleSoft 9.2 upgrade, ensuring the needs of PSU are fully met, including the eTendering; Contract Management; Vendor Management business modules. 
  • Perform other duties as needed to ensure the digital efficiency gains in all aspects of PSU’s work, including continuously explore and facilitate PSU use of cutting-edge, data-mining, data management and visualization tools to enhance PSU efficiency.

Required Skills and Experience

Education:
  • Minimum a first degree in relevant field of computer science, systems development, data science or related field. 
Experience:
  • Minimum 4 years of work experience required in the field of computer science, systems development, data science or other relevant field. 
  • Experience with user support/training in procurement or data management systems tools for audience development required.
  • Experience in project management for system development and rollout is required.
  • Understanding of UNDP procurement and supply chains strongly preferred.
  • Experience with data visualization tools like Power BI, Tableau, etc.  
  • Demonstrated ability to thrive within a complex multicultural and multinational environment strongly preferred.
Language Requirements:
  • Fluency in English is required; fluency in another UN language is an asset.
Additional qualifications:
  • Proficiency in using query languages such as SQL etc.
  • Experience from UNDP procurement operations at country office level is an advantage.
  • Good scripting and programming skills.
  • Data-oriented personality.
