Information Management System (IMS) Officer (Re-advertisement)
[Erbil- with frequent travel across Iraq]

The Danish Refugee Council assists refugees and internally displaced persons across the globe: we provide emergency aid, fight for their rights, and strengthen their opportunity for a brighter future. We work in conflict-affected areas, along the displacement routes, and in the countries where refugees settle. In cooperation with local communities, we strive for responsible and sustainable solutions. We work toward successful integration and – whenever possible – for the fulfilment of the wish to return home.
The Danish Refugee Council was founded in Denmark in 1956, and has since grown to become an international humanitarian organization with more than 7,000 staff and 8,000 volunteers. Our vision is a dignified life for all displaced.
All of our efforts are based on our value compass: humanity, respect, independence and neutrality, participation, and honesty and transparency.
In 2003, following the start of foreign military operations in Iraq, DRC became one of the first organisations to provide humanitarian assistance in the country, and now operates in 11 governorates, including Anbar, Baghdad, Babel, Diyala, Duhok, Erbil, Karbala, Kirkuk, Najaf, Ninewa and Salah-al-Din.
About the job and project
The Cash Consortium for Iraq (CCI) is a partnership of five international INGOs (Danish Refugee Council, International Rescue Committee, Norwegian Refugee Council, Oxfam and Mercy Corps, consortium lead) that was formed in 2015 to better meet the needs of conflict affected households. The CCI’s vision for 2019 is “to be a leading national and global cash actor, which supports the ability of vulnerable, conflict-affected people to cope and recover from shocks, and which influences national and global policies regarding the use of cash-based interventions in conflict contexts”. Given the evolving needs of the Iraq, CCI will expand its scope during 2019, from MPCA's immediate assistance to include early recovery programming. Which will entail community-oriented programming with integrated activities focusing on livelihoods, rehabilitation of shelter and public infrastructure, local governance, social cohesion and protection.
The CCI works to harmonize program design for unconditional cash programming including targeting, monitoring and evaluation, accountability and delivery mechanisms. With that, the Information Management System (IMS) Officer will work closely with the MEAL manager and cash consortium focal points across the field to ensure that systems and analysis are responsive to the needs of partner’s program staff as well as across CCI’s interagency processes. S/he also provides guidance and direction in all that relates to information management.
S/he is responsible for coordinating the set-up of a cloud-based system for filing/documentation for all the cash consortiums of Iraq. S/he will set-up and administrate the core information management system to store all data related to CCI’s programs indicators and beneficiaries, while also collecting, storing, and making available all relevant information and data related to Iraq for the partners. The IMS Officer will processes and analyse available information/data related to CCI’s programs and areas of operation in Iraq, according to the information needs of the program teams. This includes basic analytics such as creating visuals, regular reporting, and summarizing of finding, and data quality checks.
It is critical that the IMS Officer be an excellent communicator, who is supportive, and solution focused. S/he needs to be analytical, highly motivated, self-driven and able to support CCI’s portfolio and multiple partners with limited daily support and direction. The IMS Officer will be recruited and hosted by the DRC Iraq, but will be seconded, full-time, to the CCI, reporting to the MEAL Manager of the CCI.
