Background: 

The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles.

DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

Supply Chain Team Leader (1) Post

Duty Station       :Maruk Oo Office, Rakhine State

Report to            :Base Manager

Overall purpose of the role:

  • Oversee and manage Supply Chain and Office Management functions within the DRC Mrauk U Base, with support from Technical Leads in Sittwe and Yangon
  • Line Manage and supervise staff members in team including work planning, performance management, motivation and guidance.
  • Ensure full compliance with DRC’s operations handbook, effective budgetary control, and adherence to DRC and donor policies and procedures.
  • Act as Safety and Security Focal point for DRC Mrauk U office, working with Base Manager and Security Focal Points in Sittwe and Yangon

Responsibilities:

Management:

  • Line manage Supply Chain Staff (Procurement, Warehouse, Logistics, Security Guards, Drivers) and supervise contractors (e.g. rental vehicles, labourers).
  • Lead and manage the team (incl. HR planning, work-planning, technical support, objective setting, performance review, staff well-being and development)
  • Ensure effective planning and quality implementation of the Supply Chain team activities
  • Ensure full implementation and adherence to all DRC internal policies and procedures as well as local law regulations
 
 Budget management
  • Prepare office management, security, logistics budgets and ensure that thorough and effective budgetary control is in place, and ensure accountability and donor compliance in all financial documentation
  • Prepare financial forecasts for Supply Chain and Office Management Services in Base
  • Monitor support service budget expenditure reports for donors, and check compliance with donor financial reporting requirements
 
 Support (Supply Chain)
  • Responsible for all procurement of goods and services, warehousing, transportation of goods and people, vehicle fleet management, and general logistics support to the programme
  • Oversee weekly and monthly status reports across all Supply Chain Function
  • Warehouse management, including supporting procurement and distribution planning with program staff.
  • Procurement of all goods and services, establish and follow up annual procurement plans, track all orders, purchases and deliveries
  • Vehicle fleet management – managing DRC vehicles and rental contract vehicles.
  • Fixed asset management
  • Set Up and Manage Framework agreements for works, supplies and services
  • Putting in place contracts, monitoring contracts including compliance and code of ethics
  • Coordination of programme staff to ensure supply chain involvement in the whole programme cycle
  • Ensure that all Supply Chain specific donor rules and policies are understood and respected
  • Oversight of all purchase and service contracts to ensure DRC's interests are protected
  • Optimize all logistics operations to increase cost effectiveness including setting up longer term innovative solution
  • Ensure DRC supplier due diligence is effective in the relevant context
  • Ensure proper operation of DRC Dynamics ERP supply chain system by staff under supervision
  • Apply report and data analytics to improve supply chain operation in area of concern
 
 Support (Office Management)
  • Manage and supervise the security guards at the DRC MRU office which includes the preparation of the monthly roster for security guards;
  • Ensure systems are in place, and managed, for maintenance and repairs of DRC property (including property, assets and equipment) and vehicles
  • Ensure correct functioning of IT equipment an internet, requesting support from Sittwe and Yangon-based specialist IT staff when required
  • Manage Cleaning of Office and Compound
 
 Safety and Security
  • SSFP for Mrauk U Base responsible for staff safety training
  • In close collaboration with Security Officer in Sittwe & Yangon, implement and update Contingency Plans, SOPS and complete regular risk assessments
 
 As Team Leader the post-holder is responsible for the following:
  • Accountable for people management of employees in Supply Chain teams
  • Accountable for ensuring that agreed work plans and tasks set Manager are implemented on time

 

Experience and technical competencies: (include years of experience)

  • At least 5 years of relevant work experience at a similar level in Supply Chain functions in INGOs
  • Proven management skills and a competence in people management
  • Minimum 3 years of experience in humanitarian logistics, procurement, transport and distribution, warehousing, and stock management
  • Sound knowledge on cost planning, budgeting, and financial reporting
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent skill in MS Word, Excel, and PowerPoint

Education: (include certificates, licenses etc.)

  • Master degree in Business Management.

Languages:

  • Full professional proficiency in English and Myanmar
  • Other local languages considered an asset
