Organizational Setting
 
The FAO Representation in Cambodia is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing country food, agriculture and rural development priorities. It develops and maintains relations with country-wide institutions including Government Institutions and Development Partners. The ‘Commodity value chain study to accelerate inclusive markets for smallholders’ is a project that will be implemented through a joint coordination mechanism between Ministry of Agriculture, Forestry and Fisheries (MAFF) and Ministry of Commerce (MoC) and FAO. With a focus on improving smallholder access into new markets for cashew nut, Keo Romeat Mango, leafy vegetables, maize, chicken and pig, the project plans to undertake in depth analysis and mapping to identify how best investments can be made to tackle these barriers and inefficiencies. The project will investigate and develop evidence of market opportunities, commercial viability and potential benefits including agricultural market information system for smallholders for each selected commodity.
 
 
Reporting Lines
 
National marketing specialist reports to FAO Representative in Cambodia.
 
 
Technical Focus
 
Working under the overall supervision and management of FAO Representation in Cambodia and technical oversight of the Regional Office Lead Technical Officer and the operational guidance of Team Leader, National marketing specialist will be responsible for assessment and report on agricultural market information systems in Cambodia (AMIS).
 
 
Tasks and responsibilities 
  • Convene meetings with MAFF and MoC (as well as other key informants such as IFAD, ADB and WFP) to understand the background, needs and current situation surrounding the dissemination of information, including pricing at wholesale and retail levels.
  • Produce a need assessment report based on consultation with key informants and existing studies/findings, and user survey on AMIS.
  • Recommend appropriate upgrading and modernization measures of the existing MIS and database platform.
  • Prepare a study report on “Upgrading existing agricultural market information systems in Cambodia”.
  • Participate in training/outreach workshops as required, as well as in the validation workshop to present the results of the value chain and AMIS assessments with key stakeholders (private and public sector).
  • Provide ongoing mentorship and monitoring of the use of the AMIS and train staff of partner institutions to manage and implement/roll out said measures.
  • Contribute to the study report on “Unleashing the potential of selected agricultural supply chains in Cambodia”, as required
  • Contribute to preparing the project terminal statement for the FAO Representative.
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements 
  • Advanced academic degree in agricultural economics or related subject.
  • Relevant experience (5 years minimum) in agrifood systems development.
  • Experience in capacity building initiatives related to MIS within the agriculture sector, especially working with farmers and traders.
  • Fluency in English.
  • Cambodian nationality.
