Guyana Program Lead

This position is responsible for leading the design and implementation of Guyana program. S/he is expected to bring in a wealth of experience working under an international setting on program design and implementation. S/he will serve as the program focal point based in Georgetown to strengthen GGGI’s on-the-ground presence to enhance its profile by engaging key stakeholders to the program including development partners active in the region. S/he will provide substantive guidance, inputs and analyses to successfully deliver the program. This position supports the Head of Programs for Latin American and the Caribbean on mobilizing resources for the program.  

 

 

Purpose 

 

  • Leads the development and implementation of the program in Georgetown, Guyana. In particular, the Program lead will be the technical lead of an earmarked project in energy sector programs.
  • Manages project budget, project monitoring and evaluation.
  • Ensures optimal progress and delivery of component/outputs within the country program.
  • Analyze dynamic contexts and evolving green growth needs and priorities of the country and integrate them into design and implementation of country program plans and activities.
  • Work with Head of Program to apply institutional strategy (“GGGI Strategic Plan 2015-2020”) to the design and development of yearly program plans and activities for the alignment with GGGI core values and corporate priorities leading to achieving strategic outcomes.
  • Maintains close communication with the technical divisions in HQ on relevant topics to ensure their participation in program delivery for quality outputs.
  • Develop result reporting of program activities internally and externally.

 

Engagement 

 

  • Lead stakeholder engagement and collaboration with government agencies, development partners and private sector to ensure effective deliver and development of the country program. . This includes supporting strong engagement of Guyana with the Green Climate Fund (GCF) and other MDBs.
  • Work with Head of Program to support the government of Guyana and GGG team in country to identify and nominate Direct Access Entities to Green Climate Fund.  
  • Advise the Head of Programs and team members with evidence and data driven substantive inputs and analyses on program activity development, implementation and assessment.
  • Collaborate with other country teams, units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery.

 

Delivery 

 

  • Deliver  a detailed work program and budget in consultation with the Government of Guyana, with funding source identified to possible extent.
  • Work with Head of Program to identify earmarked funding opportunities for the program and develop concept notes/proposals to secure resources.
  • Organize and implement program activities including policy consultation and validation meetings & workshops, capacity building programs based on work programs and budget plans.
  • Perform data collection and analyses to build and maintain country specific knowledge base.
  • Develop result reporting of program activities and facilitate internal and external communications.
  • Clear and timely reporting on project delivery to Head of Programs and GGGI HQ.

 

Requirement

 

Qualifications 

All applicants must hold exemplary and relevant academic and professional credentials and experience. The candidate will have at least 10 years relevant experience related to project development, program management and/or sustainable development under an international setting with a Master’s degree, or equivalent combination of relevant education. Key experience and capabilities will include:

 

  • Graduate degree in economics, international development, engineering or science related to environmental or sustainability disciplines;
  • Exceptional analytical and quantitative skills, alongside strong synthesis and strategic thinking skills.;
  • Project lead experience, including managing a team and delivering results on time and on budget;
  • Outstanding stakeholder engagement, client relationship, and consensus building skills;
  • Work experience in international organization, government or not-for-profit organization. Familiarity with business processes of institutional financiers is a plus.
  • Candidate must be fluent in English (written and verbal abilities).

  • Experience working in Latin America and/or the Caribbean region a must. Familiarity with Guyana country context is an asset.
