Background 
 
DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.
Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management.
 
Overall Purpose of the role: 
 
The Protection Coordinator – Return and Reintegration, will provide technical support to the Country Program on all Protection initiatives in particular related to return and reintegration including psycho-social support and housing, land and property issues. S/he will work closely with area staff to ensure that protection principles are mainstreamed in return and reintegration programs and taking different contexts (conflict, natural disasters etc.) into account when planning such programs. S/he should ensure that aspects of Psychological First Aid (PFA), PSS, and HLP are strengthened. The Coordinator will be also focusing on monitoring of performance and quality of reintegration interventions, capacity building and mentoring of staff, assessments, coordination, reporting and fundraising for relevant projects. The position expected to actively participate in various relevant forums such as Protection Cluster and sub-working groups, maintain strong relations with selected donors.    
 
Responsibilities:  
 
 Program Management  
 
  • Oversee the management of the DRC Return and Reintegration Program supporting in particular the voluntary return and reintegration project, in coordination with the field staff.  
  • Supervise and coordinate the screening, referrals, registration, financial assistance, and reintegration assistance to project beneficiaries, ensuring compliance with DRC procurement, finance, and HR procedures. 
  • Develop and implement an individual monitoring plan for returnees to track reintegration progress.  
  • With support of the Reintegration Officers lead the development of the PSS components of the reintegration program and prepare all necessary information and counseling materials in Somali and English 
  • Oversee the financial management of the Reintegration Program 
  • Build and maintain strong relations with the relevant government counterparts for this project.  
  • Supervise relevant staff, prepare and follow-up staff activity and development plans and conduct appraisals. 
  • Prepare project reports on relevant grants within timeline provided on grant documents.  
  • Develop and submit quality proposals on return and reintegration.  
  • Ensure continued engagement with key stakeholders and donors  
  • Contribute to the development and implementation of programmatic strategies for the country program 
  • Strengthen DRC programming on Housing Land and Property 
  • Support the implementation of Mixed Migration programs at area level  
  • Contribute to proposal development on Protection programming 
  • Capacity building and standardizing tools & materials on Protection programs (Country-wide) 
  • Support and ensure that the Return and Reintegration staff at area level use standard tools on assessments, monitoring, SME training, VST, PSS and PFA among other interventions.  
  • Build staff capacity related to PSS and HLP and follow up on the implementation of new methodologies 
  • Support learning through regular collection of lessons learnt and follow up on implementation of action points formulated based on those lessons. 
 
Information management & Reporting 
 
  • In collaboration with protection and M&E teams, assist in the design and conducting of joint needs assessments and identifying new program opportunities.  
  • Contribute and share relevant inputs with the information officer on the Monthly Protection Updates.  
  • Submit project progress reports to donors for selected projects as per SomRAP
  • Upon request support the implementation of the Somalia Protection Monitoring System and analysis of information obtained through the system to inform protection response    
  • Representation in cluster and other external forums 
  • Participate in Protection Cluster and sub-working group meetings especially the HLP WG 
  • Build partnerships with other organizations in Somalia and in the region to develop pilot programs on mental health and migration 
  • Lead on joint research initiatives related to retunr and reintegration 
  • Plan and participate in program visits aimed at information sharing on the DRC Reintegration Program 
  • Maintain relations with return, reintegration and mixed migration actors especially IOM, UNHCR and MMC,
 
Experience, education and technical competencies
 
  • University degree, preferably in Psychology, Law, Sociology, Social work, Human Rights, or related field.   
  • Post graduate qualification in the same field is desirable  
  • At least 3 years of experience on humanitarian work with a focus on mental health, psycho-social support and housing, land and property matters 
  • Demonstrated understanding of migration and asylum in the European context  
  • Demonstrated understanding of protection programming in Somalia/ Somaliland  
  • Good understanding of the durable solutions discourses in Somalia/Somaliland  
  • Experience in implementation of interventions such as assessments, psychosocial support, monitoring and evaluation of humanitarian response 
  • Experience in training and capacity building.  
  • Intellectually flexible with ability to deliver results in a short period of time.   
  • Proven commitment to accountability and quality assurance.  
  • Excellent analytical and skills in report writing.  
  • Experience living and working in a cross-cultural, conflict affected environments, under team conditions  
  • Ability to work well under pressure and in adverse conditions;

Duration: 1-year contract with possibility of extension subject to performance.
 
Contract:  This position is graded as G3 (NM-G) for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
