UNOPS is the Fund Manager for the Access to Health Fund (ACCESS), a multi donor fund supported by the United Kingdom, Sweden, United States, and Switzerland. The Fund has been established in 2019 to provide support for health needs in Myanmar.

The Access to Health Fund is the third phase of Donors’ commitment to supporting the Health sector in Myanmar through a pooled funding mechanism: the first multi-donor Fund (the Three Disease Fund, 2007-2012) supported HIV, TB and Malaria programs after the withdrawal of the Global Fund from Myanmar in 2005; it was replaced by the Three Millennium Development Goals Fund (3MDG Fund, 2013-2018), which introduced support for MNCH and Health Systems Strengthening alongside the three diseases. The 3MDG Fund ended in December 2018. As its successor, the Access to Health Fund was given a name that reflects a strong focus on conflict-affected areas and on reaching vulnerable and underserved populations.
The United Kingdom, Sweden, United States, and Switzerland intend to continue pooling funding in 2019-2023 to fund the Access to Health Fund to increase use of quality essential health services for poor, underserved, marginalized and vulnerable people in conflict-affected areas, and to enable the continued strengthening of the health system.
Global health indicators show that there are significant differences in health outcomes depending on where an individual is born, lives and works. Health is influenced by gender, age, social identity, class, ethnicity, sexual orientation, cultural norms, disability, education, economics and politics. Therefore, one key aim of the Access to Health Fund is to improve health outcomes by addressing the social factor limiting access to health services. To do this, it is needed to use the skills, strengths and knowledge of communities to the fullest extent possible.
This role represents an exciting opportunity to contribute to the ACCESS’s ‘Health for All/Civil Society’ team on complex, cross cutting issues, working closely with diverse stakeholders (the Ministry of Health and Sports, international NGOs, local NGOs, Civil Society Organisations, Community Based Organisations, and Ethnic Health Organisations), including those who deliver programmes in some parts of the country where conflict has existed until recently, or is ongoing).
As member of the ACCESS Fund Management Office team, the selected candidate will work towards meeting ACCESS’s Health for All strategic objectives by assisting in documenting, analysing best practices and lessons learned and report writing.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
Functional Responsibilities
1. Duties and Responsibilities
Reporting to the Civil Society Team Leader and working closely with the team, the main responsibilities include:
1) Assisting with the compilation and qualitative analysis of Most Significant Change stories from the field submitted by implementing partners to the Fund, and producing a success stories publication highlighting good practices and changes as a result of Accountability, Equity, Inclusion, and Conflict Sensitivity (AEI&CS) mainstreaming into the health programs/projects.
2) Assisting with the literature review and writing of a short, in depth analysis to recommend a policy/guidance note on transparency and accountability and a strategy on how to engage the community to address the social determinants of health, contribute to people centered health systems and improve check & balance systems.
3) Assisting with the compilation, analysis, and writing of an overall 2018 annual report and 2019 progress report including ‘Engaging Communities: Best Practices and Lessons Learned’, the Most Significant Change Stories and the documenting the mainstreaming practices of crosscutting themes from health for all perspective such as ‘gender mainstreaming and social inclusion’, ‘accountability and responsiveness’, ‘disability inclusion’, ‘conflict sensitivity’, ‘emergency preparedness and response for disaster risk reduction’ and ‘prevention of sexual exploitation, harassment and abuse.’
4) Reporting to and performing other duties as requested by ACCESS’s Civil Society Team Leader and Strategy Director.
2. Training components and participation in missions
1) UNOPS highly values interns’ contributions and realizes the importance of learning during an internship. UNOPS thus provides a wealth of opportunities for on the job training, studying project related documents, data analysis and preparation of reports and statistics. UNOPS encourages the intern to raise specific wishes regarding learning opportunities before and during the internship.
2) The intern will be required to take Basic and Advanced Security in the Field courses before arrival and the Department of Safety and Security briefing immediately after arrival. S/he will take the online UN and UNOPS induction courses on arrival. The intern will participate in the UNOPS Myanmar Induction Training that comprehensively covers all aspects of UNOPS work in Myanmar. S/he will have access to a large offering of online Training on the comprehensive UNOPS Intranet and opportunities to communicate with UNOPS HQ, Regional Office, and other country offices.

This internship is not designed to lead to a staff position with UNOPS. Therefore, there should be no expectation of employment at the end of the internship.
Interns may be eligible for a monthly stipend from UNOPS provided that they do not receive funds from other institutions. Further, UNOPS may provide a one time travel lumpsum of 500 USD. However, they must make their own arrangements for accommodation, travel and necessary visa arrangements.

UNOPS Myanmar will provide the intern with the following:
• Workspace in a shared office including computer, stationery, land line telephone
• Use of common office facilities, as for all UNOPS staff
• A monthly stipend from UNOPS, if they do not receive funds from other institutions. Further, UNOPS may provide a one time travel lump sum of USD 500 if the intern is not receiving travel funding from other institutions. However, interns must make their own arrangements for accommodation, travel, insurance coverage.
• Assistance with application for work visa
The internship comes with no expectations of future employment with UNOPS as a direct result of the internship.
The internship is offered for a maximum of '6' months (April 2019 to September 2019). Candidates who are unable to commit to 6 months are requested to not apply.
Education/Experience/Language requirements
1. Academic qualifications
• Either currently enrolled In a Master’s course in Social Science majoring in Development Studies, Public Health or any related subject, or have graduated within the past 3 years is required.
2. Language Skills
• Good communication skills and fluency of English language (oral and written) is required.
• Knowledge of Myanmar language is desirable.
3. Work experience
• Experience in social science, community development, public health or a relevant field is required.
• Very good knowledge of MS Office and good knowledge of statistical software packages such as SPSS would be an asset.
