The Programme Management Officer will carry out his/her tasks within Operations Support Division (OSD) of Office of Information and Communications Technology (OICT) in New York.
Under the overall supervision of UNOPS Senior Programme Manager, the incumbent works under the guidance of the Strategic Partnerships & Technology Solutions Officer, assists the Military Signals Training Project Manager with all aspects of training for the Signals Academy.
This is a position in UNOPS for supporting projects carried out for or in the United Nations Secretariat. The incumbent of this position will be a staff member of UNOPS under its full responsibility.
Functional Responsibilities
Within delegated authority, the Programme Management Officer reports to Strategic Partnerships & Technology Solutions Officer. S/he is responsible for the following duties:
- Assists the Military Signals Training Project Manager with all aspects of training for the Signals Academy, including the coordination, delivery and assessments of trainees undertaking relevant training courses.
- Communicates the mission and vision of the UN Signals Academy and Training Centre to all stakeholders.
- Monitors all projects and ensures relationships are maintained to sustain and develop the provided training.
- Coordinates creation, implementation and updating of training agenda; ensures evaluation, reporting and follow up, following UN standards and regulations.
- Prepares regular and accurate reports and other project management documentation for the various stakeholders, in coordination with the Signals Academy Head in Entebbe, as necessary.
- Facilitates open communication among stakeholders, using feedback to assess and promote understanding or need for future changes in services, products or systems.
- Identifies, assesses and manages risks to the success of the project, and present findings to management
- Ensures that realistic project and quality plans are prepared and maintained.
- Ensures that project deliverables are completed within planned cost, timescale and resource budgets.
- Provides effective support to project team leadership as required, and takes appropriate actions where team performance deviates from agreed upon metrics.
- Prioritizes areas for quality and/or environmental improvement in line with strategy, objects, and results of internal and external audits.
- Performs other related duties as required.

Education/Experience/Language requirements
- Advanced university degree (Master's degree or equivalent) in communications, business administration, project management or a related field.
- A first-level university degree in combination of two (2) years qualifying experience may be accepted in lieu of the advanced university degree.
Required:
- A minimum of five (5) years of progressively responsible experience in relevant profession including project management, training programs, development of relevant outcome reporting, metric, and documents at the operational and strategic levels;
- Two (2) years of experience in dealing with military training programme coordination;
Desirable:
- Skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases.
- Experience in multinational working environment;
- English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required.
- Frequent interaction with the Government of Japan will be required. Therefore, fluency in Japanese is desirable.
- Knowledge of another language is an advantage
