ABOUT THE JOB

Under the direct supervision of DRC Area Manager, the Team Leader – Livelihoods is responsible for the management and overall execution of the livelihoods interventions in the Eastern Area of Operations, ensuring smooth implementation and maintenance of high quality. The Team Leader Livelihoods oversees a team composed of 3 or more (currently 10) national staff and guide them to implement program activities in the Area Office and across the region.

Responsibilities:

Program management

  • Ensure timely and smooth implementation of livelihoods interventions complying with the national, organizational and donor’s regulations, policies and requirements
  • Provide support to the livelihoods team to make sure implemented interventions are technically sound, cost effective and relevant to the target beneficiaries’ needs
  • Ensure overall integrity of the program and that all program deliverables are completed with the highest standards and quality
  • Coordinate overall implementation with relevant stakeholders including community representatives, project participants and their household members, government representatives (DoRR, DoLSA, DoE, DoEDU, DoWA, DAIL, etc), national and international NGOs, civil society, UN agencies, and other relevant actors
  • Actively participate in relevant meetings hosted by other NGOs and UN agencies that address livelihood issues of concerned population
  • Carry out joint monitoring with the representatives of different stakeholders and ensure field visits can happen on a regular basis; provide logistic and technical support to the external consultants and visitors monitoring livelihoods interventions
  • Develop quarterly, monthly and weekly work plans and budget projections in line with implementation plans and approved budgets
  • Monitor program activities, prepare progress reports of the program at regular intervals and contribute to donor reports
  • Identify means of enhancing strengths and opportunities, addressing weaknesses and threats; proactively manage changes in program scope, identify potential needs for adjustment, formulate actionable recommendations and communicate them to stakeholders
  • Keep the Area Manager, Livelihoods Coordinator and relevant staff informed of any significant changes / opportunities in the local environment, problems and quality of the work; continuously assess livelihoods needs of the target communities
  • Collect best practices and lessons learned, provide inputs into future programming or revision of the current interventions
  • Assist the Area Manager and Livelihoods Coordinator in responding to enquiries of a technical nature from field staff, government, donors and other stakeholders

    Staff management

  • Manage and supervise Livelihoods team in DRC Eastern Area of Operations, motivate team members to work together in the most effective manner and to be accountable for their work; guide them to communicate and network clearly,appropriately and transparently
  • Hold regular meetings with the Livelihoods team to delegate tasks to appropriate personnel based on implementation plans and make sure team members understand their responsibilities and have necessary information and facilities to perform their tasks
  • Improve Livelihoods team’s knowledge on the objectives and approach of all the interventions, keep the team well informed of changes within the Livelihoods unit, organization and general corporate news
  • Continuously assess technical competences of all livelihoods field staff, and ensure that capacity building needs are met with support from the Livelihoods Coordinator through workshops, trainings, on-the-job coaching or other methods
  • Participate in the recruitment and technical appraisal of livelihoods officers and assistants
  • Visit regularly project implementation sites to assess the performance of staff and quality of the implementation, provide information, encouragement and technical support as required
  • Support the Livelihoods Coordinator in developing or revising Standard Operating Procedures and technical training materials
  • Facilitate and actively participate in experience sharing workshops and staff meetings at the provincial and national level

    Technical support

  • Lead the Livelihoods team in continuous assessments of the local markets to improve the understanding of market systems and identifying opportunities for implementation
  • Promote entrepreneurial culture for increased income at household and at community level among the project team members so they further motivate the project participants and communities
  • Play an active role in establishing linkages of the beneficiaries with market, MFIs, market players, suppliers and service providers
  • Monitor business support activities and make recommendations for modification, improvements or introduction of new activities
  • Co-organize exchange visits and exhibitions of the produced products and services at the district, provincial and national level

    Administration

  • Ensure DRC policies, procedures, and practices as expressed in the administrative guidelines are fully adhered and followed
  • Ensure the respect of labor law, DRC rules and regulations, and internal regulation applicable at country level
  • Ensure program documents are complete, up to date, and stored appropriately
  • Resolve issues and initiating corrective action as appropriate

Any other tasks assigned by his supervisor based on requirement

ABOUT YOU

To be successful in this role you must have:

Education:

University degree in microeconomics, labour market policies, vocational skills non-formal education; enterprise development, marketing, agriculture or similar field relevant to the position

Languages:

  • Fluency in English, both written and verbal
  • Fluency to work in both Dari and/or Pashto

Experience and technical competencies: (include years of experience)

  • At least five years of work experience with sustainable livelihoods approach, micro-enterprise development, returnee and IDP’s inclusion in labor market, non-formal educational or women’s empowerment programmes

  • High proficiency in project cycle management; good leadership skills, demonstrated experience in planning, reporting and leading the team in order to implement complex livelihood programs, good understanding of monitoring, evaluation and learning
  • High level of sensitivity in mainstreaming gender issues in programming as well as understanding the role of inclusion and protection in equitable service delivery
  • Ability to represent DRC in external fora and to build and maintain effective relationships with external stakeholders
  • Working experience with communities especially in implementing livelihood programs
  • Excellent communication and analytical skills; ability to handle multiple tasks; proven self-initiative and problem solving abilities

We Offer:

  • DRC-DDG will offer the successful applicant a contract till end of 2019.
