The IRC Yemen began its Health, Nutrition and Water, Sanitation and Hygiene (WASH) programs in response to the impact of conflicts in Abyan and Aden Governorates in October 2012. Currently IRC Yemen is operating in nine governorates through direct programming and through local partnership in Health, WASH, Nutrition, Economic Recovery Development, Education and Women Protection and Empowerment.

Job Overview:

Under the leadership of IRC Field Coordinator- Yemen, the Field Manager will be responsible for the overall day to day operations, program support, Field level cross departmental coordination and cooperation, effective provision of support services, staff health, safety and security, effective representation of IRC, ensuring compliance with policies and procedures, accountability to clients/beneficiaries. The Field Manager is based in Sana’a and he will directly manage the government liaison officer and closely work with support and program team based in Sana’a.

Responsibilities:

  • Coordinate the weekly cross departmental coordination meetings regularly and share minutes of the coordination meetings.
  • Participate in the operational budget planning, regular revision of the operational budget and ensure the best use of the operational budget.
  • Ensure efficient use of available resources through continues follow up of resources utilization in the Sana’a office and Amanat.
  • This will includes but not limited to:
    • Staff attendance to duty,this related to all Sana’a and Amanat  based staff,Operation and Programs (administrative staff management).
    • Staff movement and vehicle utilization.
    • Implementation of work plans.
    • Direct monitoring of activities in the field.
    • Ensure that program and operational department adhere to their monitoring plans.
  • The Field Manager will be the safety and security focal point working closely with the humanitarian access and security team.
  • The Field Manager, under the guidance of the Field Coordinator and Humanitarian Access Coordinator, will ensure effective security and safety information sharing systems/mechanisms are in place and used consistently.
  • Ensure all Sana’a and Amanat based IRC staff are aware of and adhered to IRC’s Safety and Security Standard Operating Procedures (SOP) and Security Management plans.
  • Coordinate any required field level support in case of acute emergency.
  • Effectively represent IRC at the field level with communities, government authorities, and other stakeholders. Core to achieving this task will be:
    • Timely information sharing with relevant internal IRC stakeholders.
    • Facilitate stakeholder engagement with relevant community and government authorities, including the introduction of new projects and notification of timely exit strategies .
    • Organize ad-hoc or planned field visits to the field by government authorities to monitor IRC programs.
    • Playing a leading role in supporting the Government Liaison Team in securing, renewing and revising IRC’s operational agreements at different levels.
    • An awareness of situations where the Field Management Team’s responsibility for coordination and representation does not equate to them being the sole decision maker.
    • Where program related issues are to be discussed at external meetings, field manager must ensure that he/she is suitability briefed to participate in the discussion, or accompanied by an appropriate representative of the relevant department(s).
  • Actively work to build and maintain IRC image in the community and with local authorities.Including ensuring active compliance with IRC Visibility and Branding policy.
  • Is the first port of call, for conflict resolution between IRC and local communities or authorities.
  • Work with the M&E staff to strengthen accountability to clients/beneficiaries.
  • Support the CMT and HR Department to ensure that IRC policies related to Anti-Harassment is implemented at all times.
  • Ensure compliance with IRC’s Supply Chain, Finance and HR procedures at the field level. Contribute to the new proposal development initiatives, incorporating a voice from the field.
  • With a guidance from the field coordinator, take the lead in coordinating field visits by Donors, CMT members or other visitors from outside the country program. 

Qualifications

  • The incumbent should be a graduate from an accredited university in Yemen or abroad and holds a bachelor’s degree in social studies and has good program and administrative management as well people management skills.
  • Good understanding of budgets and can manage resources as required.
  • Good training and capacity building skills.Excellent knowledge of the working environment.
  • INGO experience is highly recommended.
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Computer literacy is desirable.
  • Fluency in English is required.
