ORGANIZATIONAL CONTEXT
This role is based in Headquarters (HQ), Rome, Italy.
The role reports directly to the Senior Earth Observation and Climate Analyst, within Vulnerability Analysis Unit (OSZAF), under Policy and Programme Division.
JOB PURPOSE
To manage all information and data flows and public information interfaces that pertain to OSZA's activities and outputs, with a strong emphasis on dynamic geographical data
KEY ACCOUNTABILITIES (not all-inclusive)
- Ensure collection, storage, distribution, integration and application of information and knowledge within the Analysis and Trends Service including Document Management and Library Services; Corporate Data and Reports Management as well as the WFP Food Security Analysis website, VAM information systems and VAM Social Media accounts.
- Manage geo-databases and web GIS applications for visualizing Earth Observation (satellite) data and geo-referenced food security related information following WFP procedures.
- Analyse food security data resources and user requirements; translate requirements into new information management applications and procedures and/or recommend enhancements in the functionality of existing procedures and systems.
- Develop and implement a visualization and management strategy for multi-source, multi dimensional information, including Earth Observation and other gridded datasets, food security and market data, infra-structural and other corporate data elements.
- Study existing cross-functional information sources and in close coordination with concerned divisions, collate the information into a single corporate repository; manage and maintain the Corporate Data Dictionary and Model to ensure consistency of information corporately.
- Maintain close liaison with the officers responsible for other specific areas of KM and with officers responsible for information and Technology to ensure effective collaboration.
- Promote the adoption of Open Data initiatives with other UN agencies and partners in line with innovative methodologies and best practices.
- Coordinate the use of VAM's official information databases and other resources and coordinate deployment of information through the IKM media used by WFP to ensure effective knowledge management.
- Monitor and keep up to date with technological changes relevant to the specific area of IKM; advise on and apply new emerging IKM technologies in order to ensure efficiency and user satisfaction.
- Oversee user support and all aspects of problem management to ensure timely delivery of services to the user community.
- Other accountabilities as required.
STANDARD MINIMUM QUALIFICATIONS
Education:
- Advanced University degree in Information Management, Computer Science, Communications, Statistics or another related field, or First University degree with additional years of related work experience and/or advanced training/courses.
Experience:
- At least 5 years of relevant progressively responsible experience in the field of Information & Knowledge Management with specific focus on food security data collection, archiving and systems integration.
- Proven in-depth work experience with MS SQL Server database sedign and architecture, database interoperability.
Language:
- Fluency (level C) in English language.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
Knowledge & Skills:
- Ability to deploy and manage MS nternet nformation Services, ASP, ASP.NET and MS Sharepoint applications.
- Ability to install and manage ESRI ArcSDE, ArcG S Server and ArcG S Desktop. Good knowledge of G S data formats and geo-processing concepts.
- Understanding of Earth Observation data structures, sources, standard processing procedures and applicability to food security analysis.
- Practical knowledge in design, training and use of mobile technology for data collection and transmission including SMS text messaging and mobile connectivity.
- Experience to manage complex food security and market datasets regarding nutrition, resilience and access to food for knowledge sharing.
- General knowledge of UN system policies, rules, regulations and procedures governing administration and procurement.
- Familiarity with UNICC IT infrastructures and policies.
- Basic knowledge in quantitative data analysis and use of SPSS or STATA applications.
- Experience with data visualization tools and spatial libraries (Highcharts, Kenda Telerik, Tableau,etc.) for food security and geography data.
- Experience with Open Data platforms and initiatives.
- Experience with APIs, data integration and data sharing.
TERMS AND CONDITIONS
Non-Rotational Nature
Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational.
