MdM currently works in more than 40 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM has been operating in Myanmar since 1994. Its main programme delivers comprehensive harm reduction and HIV/AIDS prevention and care, focusing on the high-risk groups of drug users (Kachin State), female sex workers and men having sex with men (Yangon area).
The project is implemented with a comprehensive approach, including a wide range of activities for prevention (drop-in centres, outreach activities including harm reduction, methadone substitution therapy) and care (Sexually Transmitted Infections (STI) diagnosis and treatment, HIV diagnosis and treatment, including antiretroviral (ARV)).
In Kachin, the project is implemented in 3 main sites (Myitkyina, Moegaung, Hopin). Activities include health education in outreach, needles and syringe exchange programme, methadone substitution programme, counselling and HIV testing and medical care for people living with HIV (STI, opportunistic infections, tuberculosis and ARV).
In Yangon, the project is implemented in one main site, with broad outreach activities. Current and future strategy focuses on supporting local civil society and health system in scaling up and provision of health services.

TASKS AND RESPONSIBILITIES :

Under the responsibility of the deputy general coordinator, you are in charge of quality, accountability and learning systems of MdM intervention in Myanmar. You are supporting the coordination team and field teams in strengthening monitoring and learning processes and tools.

More specifically, your responsibilities are to:

Monitoring
-Work closely with the project teams to develop programme quality benchmarks and adequate dedicated monitoring evaluation and learning (MEL) plans
-Ensure that appropriate tools are developed and updated based on agreed MEL plans
-Ensure that information regarding quality insurance of interventions is provided on a regular basis to coordination teams
-Ensure that the M&E data are easily accessible for all project managers and stakeholders
-Ensure that MEL aspects are included in all aspects of the project cycle management
-Based on recent assessments, lead MdM health information management system (HIMS) streamlining and as necessary propose new tools for data collection and analysis
-Compile quantitative and qualitative programme data and support projects and technical team for analysis and subsequent reporting

Evaluation, review and learning
-Lead efforts to demonstrate clearly the impacts of programmes and feed advocacy efforts of the mission
-Propose ways to disseminate learnings internally and externally and use of these learnings during projects development and planning phases
-Propose adjustments or new activities to improve the quality of the operations
-Support the project team to collect and document lessons learned and good practices
-Provide technical support to the coordination team for potential researches, assessments and evaluation
-Provide technical inputs for internal and external reporting, assessments, researches and surveys
-Contribute to regular country programme and projects strategic reviews
-Based on assessment, data/research/report available, contribute to project design and writing process

Team management
-Line manage national collaborators establishing clear individual objectives and delegation of tasks
-Maintain close functional links with the field coordinators and other mission level coordinators
-Take part in recruitment and evaluation of relevant staff
-In coordination with programme teams and HR Department, evaluate staff's capacity building needs in MEL and propose a training plan
-Provide orientations and trainings to MdM collaborators based on assessed needs
-Build the capacity of national counterparts to take over responsibilities of MEL management system after the assignment period

Reporting & coordination

-Contribute to internal and external reporting with regards to MEL aspects
-Liaise with external stakeholders for aspects related to quality, accountability and learning systems

CONDITIONS OF EMPLOYMENT:

Employee

Fixed-term contract : 12 months

Starting date: as soon as possible
Gross monthly salary: 2 500 euros
Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
Guesthouse housing
22.5 RTT (recovery days) per year
5 weeks of paid leaves per year.
Health insurance (60% covered by MdM and 40% by the employee)
Insurance (repatriation…)
