Organization

Help a Child is a Christian, international relief and development organization, founded in 1968 in the Netherlands. Help a Child provides a future for children in need, their family and their entire community. By empowering vulnerable communities, we help them to change their own living conditions and opportunities in a sustainable way. Help a Child works in areas with a high incidence of poverty or in places where children and families are extra vulnerable due to disasters or (imminent) conflicts. Help a Child develops innovative programs, for example about youth & work, child development and the transition of relief help towards sustainable development. We work together with various Dutch, international and local partners. Help a Child works across India, Kenya, Ethiopia, Malawi, Burundi, Rwanda, DRC, Uganda and South Sudan.
Since 2009 and through our local partner organizations Help a Child has implemented child focused community development program in Northern Malawi. In order to grow HaC’s expertise role towards our partner organizations as well as towards the government and other stakeholders, HaC has opened a country office in Malawi in 2016. Based on our 2016-2020 global strategy, Youth & Work and Early Childhood Development (ECD) are priority sectors.

 

Position

The Help a Child Malawi Youth & Work country strategy 2017-2020 focuses on the promotion of youth entrepreneurship and opportunities for youth in agribusiness. The Program Manager Youth & Work (Y&W) plays a key role in further shaping the country program. The Program Manager is responsible for overseeing and guiding the implementation of current projects (Youth and Work and Agribusiness), as well as supporting new program development. This includes building the capacity of local partners to deliver quality youth and agribusiness projects and carrying out appropriate monitoring and evaluation processes. You will be involved in the evaluation a new Y&W pilot project and bring the project to a next level. Furthermore, the Program Manager represents the organization in professional networks, towards donors and relevant government departments, and plays a role in proposal development and fundraising. The successful candidate is passionate about youth development and has a strong understanding of how markets can work for young people, especially within rural areas.

 

Job Responsibilities

Program Management

  • Develop Y&W program plans and implement the plans in close cooperation with our local partners;
  • Project design and proposal development which may include conducting needs assessments, market surveys, youth assessments and value chain analysis;
  • Monitor and evaluate an implementation of field activities to ensure that interventions are compliant with the standards and principles of not only the organization, but also of the Malawi government and the donor;
  • Contribute to developing and reviewing of Y&W program Planning, Monitoring, Evaluation and Learning (PMEL) Systems;

Networking and Partnership Management

  • Develop and maintain good relations with relevant government departments at national and district level;
  • Determine and assess the need to join appropriate networks of project-related experts and influential groups;
  • Develop strong relationships with existing and potential donors in the youth sector to promote Y&W approaches and results and to pursue funding opportunities so as to attract adequate funding for the program;
  • Develop and maintain relationships with private sector players, i.e. Private Sector Federations, MFI’s and companies involved in agro-processing;
  • Identify, develop and recommend programs for potential partnerships. This includes attending learning workshops, organizing joint field visits with other parties and participating in professional events on Y&W;

Capacity Building and Organizational Learning

· Build knowledge and technical capacity of implementing partners to implement and monitor quality youth & work interventions;

· Conducting capacity assessments, providing training and coaching to partners on youth entrepreneurship, agribusiness, private sector engagement, innovative use of ICT in youth programming among other areas;

· Planning for organizational reflection and learning opportunities, such as special impact studies, after action reviews, and partners’ meetings, organizational learning surveys;

· Support in developing knowledge related to Y&W, including incorporating research design and methodologies in project design and management.

 

Qualifications and Experience 

We are looking for a candidate with the following qualifications and experience:

· MA in International Development, Agribusiness, Economics or other relevant fields;

· 5-7 years of progressive experience managing multi-year programs in the area of youth employment;

· Minimum of 5 years of agribusiness experience, (including engaging the private sector, would be an asset);

· Significant experience and strong technical skills in the field of entrepreneurship, Small and Medium Enterprises (SME’s) and job creation;

· Strong understanding of value chains and workshop/job based youth technical vocation;

· Experience with proposal development and fundraising;

· Ability to set and achieve clear objectives and deadlines;

· Passion for innovation, research, technology and entrepreneurship;

· Self-starter, results driven and motivated by a sense of performance excellence;

· Strong communication and networking skills;

· Full support for the vision and mission and Christian core values of Help a Child.

Offer

Help a Child offers the opportunity to become part of an ambitious, child centred and Christian international NGO with a dedicated team of professionals motivated to maximize impact. HaC offers a fair pay and benefits package that is justifiable to our donors. Furthermore, you will be offered a fixed term contract for the first year with a probation period of 3 months. Depending on your performance and fit with the programme and staff involved, this first year contract will be extended for another 2 years.
