The International Centre for Migration Policy Development (ICMPD) is an international organisation tasked with promoting innovative, comprehensive and sustainable migration policies. With 17 Member States and over 60 projects active throughout Europe, Africa, Asia and Latin America, ICMPD is a growing and ever-more relevant presence in its field. Project Overview:

The European Union Global Diaspora Facility is a new global programme, funded by the EU and implemented by ICMPD, that will support governments of countries of origin and diaspora organisations to engage and collaborate more effectively with each other and with the EU. The total duration of the Facility is 42 months.

The Facility will be made up of four inter-connected components, as follows: I - Diaspora Engagement Mapping, Research and Evidence; II - Empowerment and Engagement to countries of origin through Capacity Building; III - Outreach, Partnership and the Annual EU Global Diaspora Forum; and IV - Diaspora Experts’ Roster.

The Communications Officer is responsible for the overall communication and visibility activities and processes of the Facility, as well as components III and IV, and for the implementation of outreach strategies towards its diverse target audiences in line with the thematic and geographic specific activities of the Facility.

The Communications Officer ensures the implementation of the Facility’s Communications Strategy in close coordination with all components of the Facility. S/he analyses the needs and coordinates all communication related activities implemented in the framework of the project such as the organisation of the Annual EU Global Diaspora Forum, the online platform and all communication and visibility of the Facility.

1S/he plans and organises communications activities and produces a variety of visibility items and outputs ensuring that such activities are aligned with the work plan and allocated communications budget as well as in line with partner and donor visibility requirements and communication guidelines. S/he is responsible for a timely production of high-quality communications outputs. The Communications Officer develops and maintains relationships with partners, beneficiaries and other stakeholders within the scope of work. S/he plans, organises and supervises the work of experts and contractors, as applicable, ensuring high quality and timeliness of outputs. The Communications Officer contributes to the development of new communications initiatives, drafts concepts and formulates visibility outputs in a variety of media and coordinates the work within ICMPD as necessary.

The Communications Officer contributes to overall planning of the project and prepares inputs to donor and other substantive reports on communications achievements.

The Communications Officer works under the supervision of the Senior Project Manager and in close collaboration with other members of the project team. S/he collaborates with project assistant(s) for implementation of administrative activities.

Tasks and Responsibilities:

1. Planning and Implementation of Communications Activities:

Support development of the Communications Action Plan within the objectives and work plan of the Facility;

Plan and organise communications activities according to work plan. Track implementation of communications activities and the timely accomplishment of communication outputs; Coordinate and monitor the Facility’s communication activities in close coordination with other components of the Facility. Provide guidance on implementation;

Mobilise experts, goods and services and capacity building for communications activities, including preparation of Terms of References and specifications;

Guide project teams on communications implementation and the connection between communication and the components of the Facility;

Coordinate work of the experts, consultants and contractors ensuring that communications content and outputs are produced timely, according to work plan and ICMPD´s quality standards as well as the donor’s visibility guidelines;

Design and organise support for communications at various Facility’s events, meetings, workshops and other activities with a focus on visual and promotional content; Coordinate with, and mobilise experts for media, press and communications outreach during project events and meetings for various public events;

Support the organisation of the Annual EU Global Diaspora Forum and the operationalisation of the online platform, including the Diaspora Experts’ Roster;

Develop and manage the necessary networks and relays in various media, so as to ensure the greatest and most efficient outreach for the Diaspora Facility.

2. Project Communications Administration and Compliance:

Ensure that administrative processes such as procurement and expert contracting are carried out promptly and in accordance with ICMPD rules and established business processes. Ensure compliance with donor rules where applicable;

Regularly monitor expenditures and disbursements for communications activities to ensure that budget allocations are not exceeded. Take corrective action as required. Contribute to budget revisions to adjust budget to changes in project work plan. Proposes for allocation of savings;

2 Act as contract manager. Confirm receipt of services and initiate payments according to agreed payments schedule. Evaluate the performance of experts according to ICMPD´s performance management system;

Maintain project documentation and content (written, visual, digital) electronically as well as on hard copy files.

3. Communications Content Management and Reporting:

Manage the production of the communication outputs in a timely fashion in line with the Communication strategy;

Coordinate the development and production of all communication and visibility materials, as well as their dissemination.

Produce media reports in line with knowledge generated and topics addressed by the project;

Develop, update and manage the necessary in-house and outreach communication management tools;

Compile and draft inputs on communications activities to internal and external project reviews and reports;

Plan, initiate and coordinate processes for production of content (visual, digital, written) by: ­ Developing methodologies;

­ Selecting experts;

­ Editing/proof-reading and organising translation;

­ Sharing visibility items or communications concepts through presentations to donor workshops, meetings, events and through website and academic

publications, where applicable;

­ Reviewing and revising communications content and tools and ensure that communications outputs are produced according to ICMPD´s quality standards and donor visibility guidelines.

Update project contacts database;

Identify communications ideas. Develop, formulate and draft inputs to new communications concepts, proposals, work plans and budgets;

Participate in conferences/meetings/seminars relevant for the project’s communications; Participate in the ICMPD Communicators’ Working Group;

Coordinate with the ICMPD Brussels Mission for communication related activities. Key Results:

The Facility’s Communications Action Plan implemented timely and effectively; Communications activities organised and completed according to work plan; Effective support provided to coordination of all communications activities of the Facility; Communications content formulated and produced according to highest professional standards;

Communications tools for in-house and outreach communication developed and managed; Inputs administered according to ICMPD´s rules and processes, donor requirements and donor visibility guidelines;

Financial expenditures on communications activities level controlled and maintained within the budgetary limits and proposals for use of savings formulated.

Incumbent Profile:

A minimum of 3 years’ of experience communications especially in a European or international context.

Experience in the field of migration and/or diaspora engagement is an asset. Professional experience in journalism, media and public relations management. 3 Experience in management of communications strategies and implementation of communication plans and management of experts.

Experience with online content production and newsletter tools.

Excellent communication and writing skills and proven ability to present detailed, technical information in a more concise and clear manner, make it communication friendly. Ability to leverage communication tools and methodologies (such as online monitoring, web analytics, surveys or other measurement tools) and to develop and analyse communications performance indicators.

Experience with Adobe Illustrator, Photoshop and In Design is an asset. Corporate Qualifications:

Experience in international context.

Proficiency in (verbal/written) English, proficiency in French, a major EU language, Russian, or Arabic is an asset.

Master´s degree related to the area of work.

Compensation:

ICMPD offers an attractive compensation package. This position is classified at IP2 Grade, with an annual net-base salary starting at EUR 43,512. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
