Position Overview
Pact is recruiting for a Finance Officer for the global project Reaching Pregnant and Breastfeeding Women, Children, and Youth (RCAY), whose goal is to reach and sustain HIV/AIDS epidemic control for pregnant women, children and adolescents by supporting them through targeted clinical, prevention and mitigation interventions. The program will also provide an avenue for countries to transition their prime awards to indigenous partners.
The Finance Officer will provide overall financial management support to the RCAY project. S/he will provide day-to-day oversight of the program’s financial health and will ensure project compliance with all financial management requirements of the donor and Pact. S/he will serve as the project’s primary point of contact with the Pact HQ Finance Department. S/he will also develop the financial management capacity of relevant staff and sub-awardees as needed.
Key Responsibilities
- Review and monitor country buy-in and RCAY consortium partner financial reports, advances, and liquidations for completeness and accuracy and submit to Pact HQ Finance for processing.
- Prepare required donor financial reports and facilitate RCAY and Pact HQ review and approval before submission.
- Facilitate responses to Pact HQ, donor, buy-in, and/or partner requests related to budgets, expenditures, reporting, or other finance-related information.
- Assist in the preparation and review of RCAY global and buy-in budgets or budget revisions.
- Serve as the HQ point of contact for annual PEPFAR Expenditure Reporting and VAT reporting.
- Serve as the HQ point of contact for financial close-out at the conclusion of country buy-ins and the global award.
- Participate as needed in pre-award financial systems and management assessments and partner finance and compliance audits.
- Provide and/or organize training and/or guidance to buy-in and RCAY HQ staff as needed on Pact/RCAY finance or compliance-related policies, procedures and requirements and donor rules and regulations.
- Monitor and oversee the project’s cost share requirements and progress.
- Manage the RCAY project’s cost center coding system.
- Lead the development and updating of financial management and compliance guidance and presentations for the project.
- Initiate ideas for better financial management.
- Analyze program data to eliminate financial risk and provide guidance to buy-in offices during projects start up, implementation, and close out.
- Perform variance analysis of budget vs. actuals and prepare cash flow projections.
- Perform other duties as assigned.
Basic Requirements
- Bachelors (MBA or Master’s degree preferred) in relevant field such as Finance, Economics, and/or Accounting (with a strong understanding of systems and IT).
- Strong financial and analytical skills with a minimum of 4 years related experience in finance or equivalent combination of education, experience, or training.
- Demonstrated knowledge of U.S. government rules and regulations for grants and contracts.
- Technology savvy with experience in financial software tools.
- Demonstrated knowledge of financial software and accounting systems for reporting purposes.
- Working knowledge of generally-accepted accounting principles (GAAP).
- Ability to research, analyze, and evaluate data.
- Excellent communication skills.
- Ability to work under pressure, meet deadlines, and multi-task in a fast-paced environment.
- Strong numerical ability and quantitative skills.
- Self-confidence, driven, and tenacious.

Preferred Qualifications
- Fluency in another language: French or Spanish preferred
- Extensive experience with ERM systems such as Adaptive Insights, NAV Dynamics, Salesforce
- Willingness to travel internationally
