Please read the criteria and FAQ section carefully before considering applying The violations and gender-related exploitation cases perpetrated in CAR remain acute. Fighting and the resulting forced population movements expose those who are victims to sexual and gender based violence. In addition, the presence and action of international actors have been tainted by accusations of abuses by civilian and military personnel. Some 40 cases of GBV are reported daily and more than 70% of protection incidents recorded by UNHCR monitoring teams are linked to GBV. It is highly likely that the violations are perpetrated on a much larger scale as all incidents are not recorded, due to weak support systems, fears of stigmatization and rejection by their relatives of the victims and reprisals by the victims. UNHCR has partnership agreements with partners working on SGBV prevention and response, Social Cohesion and Durable Solutions. The demand for the JPO post is a pre-emptive measure which seeks to fill a potential gap in follw up and support UNHCR's partners forementioned.
Following UNHCR's partnership with the All Survivors' Project, it was established that male survivors of SGBV in CAR have limited to no access to assistance. An inter-agency initiative is currently underway where UNHCR is playing a lead role to strengthen access to SGBV services for male survivors alongside female survivors. It is critical to ensure a continum of UNHCR's role in this
initiative. The JPO will play a key role in ensuring the continuity of UNHCR's engagement in the initiative.
In 2017, the Central African Republic faced enormous security challenges affecting the Mbomou, Haut Mbomou, Ouaka, Haute Kotto, Basse Kotto, Nana Gribizi and Ouham Pende prefectures located in the Central African Republic. respectively in the south-east, central and north-west of the country. Continued violence in these areas has resulted in an unprecedented level of displacement - never before observed by UNHCR since the beginning of the crisis in 2013. According to statistics at the end of December 2017 some 688,700 Central Africans were displaced internally - an increase of 60% compared to the end of 2016.
As of 31 December 2017, the total population of refugees and asylum-seekers living in CAR were 10,611 persons composed of 50,50% women and 49,50% men living for 21,10% of them in urban areas and 78.90% in rural areas in refugee camps. These refugees and asylum seekers come mainly from the DRC (42.38%), Chad (30.40%), South Sudan (19.39%), Sudan (4.84%), Rwanda (1.84%) and other countries (1.15%). For the next two years, the planning exercises conducted with the main countries foresee a possible increase in the refugee population, in particular because of the influxes that could be generated by deterioration of the electoral context in the DRC and the general situation in South Sudan. At the same time, given the stabilization of the security context expected in some CAR prefectures, spontaneous returns are also expected to continue in 2019.
The JPO will join the UNHCR Bangui Protection Unit, headed by a Senior Protection Officer. The JPO will play a supportive role within the protection team of about ten staff based in Bangui. The Bangui Protection team supports the Representation and six field offices based in different parts of the country. The JPO will have a direct worksing relationship with the protection team in Bangui. The SPO will guide and task the JPO on support to field offices. The JPO will have direct contact with the CCCM/Shelter/NFI and Protection Cluster Lead and Co-Leads, the GBV and Child Protection Sub Cluster coordinators, the MRM, MARA and PSEA Working Groups and others as will be determined by the SPO.
Accountability:
¿ UNHCR protection strategy incorporates a thorough age, gender and diversity (AGD), including SGBV analysis and reflects the Organization¿s global, regional and country level priorities.
¿ The protection of population of concern is met through the application of international and national law, relevant UN/UNHCR protection standards and IASC principles.
¿ Protection activities are guided by the protection strategy and respect the policy of UNHCR on Age, Gender and Diversity.
¿ The participation of persons of concern is assured through continuous assessment and evaluation using participatory, rights and community based approaches.
¿ Protection incidents are immediately identified and addressed.
¿ Quality Protection Referral Forms (PRFs) are produced.
Responsibility:
¿ Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
¿ Implement and monitor Standard Operating Procedures (SOPs) for all protection/solutions activities and contribute to the development of Child Protection and SGBV strategies for the operation through AGD analysis reflecting the UNHCR¿s global, regional and country level priority.
¿ Support the protection unit in ensuring that UNHCR¿s age, gender and diversity approach to protection is consistently applied through community-based protection methods.
¿ Promote International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
¿ Support the protection unit in ensuring that UNHCR¿s age, gender and diversity approach to protection is consistently applied through community-based protection methods.
¿ Support the management of individual protection cases including those on SGBV and child protection in line with SOPs.
¿ Support the strengthening of mechanisms related to mapping trends, tracking and analysing data related to individual SGBV survivors.

¿ Mitigate all risks to vulnerable and needy refugees, especially risks of SGBV.
¿ Assist in drafting and review of quality Protection Referral Forms (PRFs).
¿ As delegated, represent UNHCR in key meetings and fora.
Authority:
¿ Intervene with authorities on protection issues.
¿ Decide priorities for reception, interviewing and counselling for groups or individuals.
¿ Enforce compliance of staff and implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.
¿ Enforce compliance with, and integrity of, all protection standard operating procedures
Required Qualifications and Experience
Education:
¿ Master degree or equivalent, obtained in a recognised institution (listed under www.whed.net), in Law, International Law, Political Science, Social Science or related field.
Working experience :
¿ All paid work experience since obtaining Bachelor¿s degree will be considered. Internships, part-time and voluntary work in the relevant fields are counted at a rate of 50%.
ESSENTIAL:
¿ Minimum 2 to maximum 4 years of relevant professional experience in any of these areas: Protection, SGBV, community based protection, Child Protection, Social Inclusion, Gender and Diversity.
¿ Work experience in Results Based Management, including monitoring and reporting.
¿ Ability to work in a diverse cultural environment.
¿ Experience in working abroad.
DESIRABLE:
¿ Experience in working with conflict affected populations.
¿ Experience in programming, coordination, monitoring and evaluation.

The Senior Protection Officer will work with the incumbent:
- Jointly setting work objectives and agreeing work plans.

The JPO training programme includes the following learning elements:

¿ The JPO position includes a Duty travel and training allowance (DTTA) of $4000 per year which may be used for learning activities related to the assignment and career development. Information on living conditions at Duty Station¿
¿ Bangui is classified by the International Civil Servant Commission (ICSC) as D, Non-Family duty-station. (Hardship scale from A to E)
¿ ¿Non-Family¿ means that the JPO¿s spouse and/or children are at no point in time allowed to join the JPO in Bangui.
¿ A break of 1 week is mandatory every 6 weeks to ensure health and work-life balance.
¿ The security situation is assessed as 4: Substantial, by the UN Department of Safety and Security (UNDSS Risk scale from 1: Minimal to 6: Extreme). Security assessments made in 2018 by the security section have enabled preventive and mitigation measures to protect staff, offices and property.
¿ UNHCR Guest House is available for up to 3 months after arrival as the staff member searches for suitable accommodation within established zones.
¿ There are limited health facilities and pharmacies in Bangui. There is a level 3 Hospital in MINUSCA HQ, currently under 500 meters from the UNHCR Office. Also a UN Dispensary and a major laboratory service provider are within 3km radius of UNHCR Office.
¿ UNHCR provides transport to and from the office for staff members. For field missions, staff use UNHCR vehicles or UNHAS flights. Limited banking services exist, most UN staff use Ecobank, which has a number of ATM machines in Bangui town. Purchases in local shops, supermarkets and hotels are mostly by cash due to unreliable visa card transaction machines. Public transportation and taxis are not allowed by the UN Security system. A number of airlines fly in and out of Bangui.
