In this role, you will be accountable and reports directly to Head Field Procurement Office and conducts asset & equipment checking, goods receipt & inspection, stock checking and survey & disposal in the Field and Headquarters or other Fields as directed.

In accordance with established Agency policy and procedures, the ideal candidate:

•Goods Receipt and Inspection

o    Inspects all goods• and supplies delivered to the Agency's' warehouses with respect to quality and quantity; compares•• specifications• recorded in ERP system to the specifications• in the shippers' documents for accuracy;

o    Posts the inspection results and goods adjustments into the ERP system•• and certifies related invoices and shipping documents for payment;

o    Controls surplus, obsolete or defective• supplies; coordinates with procurement/port operation for further completion, replacement and/or insurance claims• for shortage or defective deliveries;

o    Prepares compliance reports and effectively supervises problem solving with suppliers and/ or end users.

•             Stock Checking:

o    Manages the quarterly stock take with all related implications and adjustment of any discrepancies; monitors stocks' expiration dates and removes all surplus and defective items from shelfs.• and checks item batches for medical supplies and food commodities;

o    Ensures safe level of stock; no excess supplies kept and surveys of dormant and obsolete items;

o    Conducts• random inspections of cargo loaded on UNRWA trucks to ensure that cargo compliance with the Load Note(s);

o    Ensures the quality and quantity• of supplies being transported within the field;

o    Ensures compliance with the agency standards of safety and security of goods;

o    Monitors fuel consumption, arranges monthly inspection and stock control.

•            Survey and Disposal

o    Ensures appropriate write-off or disposal by destruction, sale or conversion to training media is initiated according to the disposal value;

o    Ensures the appropriate destruction certificates, bills of sale or load notes are posted in the ERP and acts as a member of the destruction committee as required;

Using the ERP system prepares reports• related to his/her functions,• and keeps the HFPLO informed of any• outstanding, unresolved or delayed matters; Performs such other duties as may be assigned.

Additional Information

•         Possession of a valid manual driving Israeli license is required.

•         The incumbent should have Jerusalem ID

Conditions of service

•         Monthly basic salary $1,600.10, monthly dependency allowance $18.65 and Group Medical Insurance GMI $12.00.

•         Contract Duration: one year. Extension is subject to funds availability, continuing need and satisfactory performance.

•         Employment at UNRWA can be on a full-time or part-time basis. The discretion to use either full time or part time contracts is driven by the needs of the Agency, the personal circumstances and/or preferences of the staff member.

•         Leave: 2.5 days per month.

To qualify for this position, you will need:

Education••••••••••••••••• University degree in a quality assurance, inventory or audit management discipline, business administration or related field and additional course work or training in asset and inventory management.

Experience ••••••••• A minimum of four years' in the supply operation or a similar field.

Desirable qualifications

•      Membership in an acknowledged quality assurance, audit or logistics institute.

•      Familiarity with proprietary asset & inventory management computer applications.

•      Thorough knowledge and understanding of institutional asset & inventory management processes, policies and procedures.

•      Familiarity with shipping documentation, practices and procedures.

•      Familiarity with survey & disposal procedures

•      Examining operations and procedures to assist in the formulating of policy and the developing and implementing new strategies and procedures.

You will also need to demonstrate the following competencies:

•      Computer Skills

o    Thoroughly competent in the use of personal computers, Microsoft Windows XP and MS Office applications, including email.

•      Analytical Thinking:

o    Demonstrated ability to analyse situations to formulate conclusions and recommendations.

o    Expertise including the motivation to expand and use technical knowledge or to distribute work related knowledge to others.

o    Initiative for taking actions proactively and actually doing things and not simply thinking about future actions.

o    Ability to understand and learn the power relationships in the Agency and in partner organisations.

•      Planning and Development:

o    Identifies priority activities and assignments; monitors progress and adjusts priorities as required;

o    Delivers agreed outputs within prescribed time, cost and quality standards;

o    Actively seeks to develop one-self professionally and personally.

Equivalency

When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.

NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination
