This position is located in the Policy Strategy & Governance Division, Office of Information and Communications Technology in New York. The Office of Information and Communications Technology (OICT) provides enterprise-wide oversight of ICT programmes, budgets and decision-making to ensure alignment with the Secretariat's overall ICT strategy in support of the Organization's mission.

This is a position in UNOPS for supporting projects carried out for or in the United Nations Secretariat. The incumbent of this position will be a staff member of UNOPS under its full responsibility.




Functional Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Participates in the coordination and organization of high level meetings, conferences and high level visits;
  • Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks followup actions.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Assists the Director, through liaison with internal and external partners on strategic political, policy and operational issues related to OICT. Leads and coordinates the development of crosscutting strategic policy directives, position papers, statements and briefings in accordance with the organizations priorities.
  • Provides guidance to, and may supervise, more junior staff.
  • Performs other duties as assigned

Education/Experience/Language requirements

Education: 
  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, political science or a related field.
  • A first level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:

Required:

  • A minimum of five years of progressively responsible experience in project or programme management, administration, legal affairs or related area is required;
  • At least two years at the international level.
  • Experience working with UN high-level officials is required.
  • Experience in the coordination of high level missions, meetings or conferences is required.

Desirable:

  • Experience working in the Headquarters of the UN Secretariat is highly desirable.

Language Requirements:
  • English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English and  French (both oral and written) is required; 
  • Knowledge of another UN official language is highly desirable.
