Unit Overview:

ICMPDisinvitingallinterestedcandidatestoapplyforthe FacilityProjectManagerand Security AdvisorfortheDirectorate of Resourcesand Management.Theoverallobjectiveofthisprojectisto coordinate implementationofnewofficepremisesandsupportthe securityrole. Pleasenotethatthispositionissubjecttoapprovalandavailabilityofprojectfunds. Job Description:

TheFacilityProjectManagerand SecurityAdvisorisresponsible,underthesupervisionoftheSenior SecurityAdvisor,forthecoordinationofnewfacilityprojects,regardingtheestablishmentofnew offices,therelocationandexpansionofexistingones.S/heisalsoresponsibleofthedevelopmentof an effectivesecurityprogramforICMPDand theimplementationofsafetyandsecuritymeasuresfor ICMPDemployees,facilitiesandotherassetsglobally,acrossallactivities,regionsandproject locationsofICMPD.

WorkingcloselywiththeRegionalCoordinatorsandtheHeadsoftheICMPDOffices,andregularly travellingtoICMPDprojectlocations,s/heoverseestheopeningrequirementsofnewoffices,aswell theimplementationofthesecuritysystemsandprocedures,introducinglocaladjustments commensuratetothechangingrisksinthelocation.

Upon theestablishmentofnewofficeprojects,S/Heshallberesponsibleinthecoordinationofthe differentinternalandexternalstakeholdersincludingHeadsofOffices,Finance,Administration,IT, realestateagentsandbuildingmanagement.Inthisrole,he/shemayberequiredtotraveltoassess newpremises,balancedifferentpriorities,andorganisemeetingswithinternalandexternal partners.

S/hesupportsthesecurityfunctionbyeffectivemonitoringofregionalandlocalenvironmentsof interestforICMPD,especiallyatprojectlocations,assessmentofthreatsandrisks,andestablishing 1effectiveandworkablesecuritystandards,proceduresandsystemsforfacilitiesandemployees.S/He assessesemergingsituationsforrisksandthreats,andadvisepromptlythepertinentbusinessareas and relatedpersonnelwithadequatemitigatingmeasures.

TheFacilityProjectManagerand SecurityAdvisorparticipatesinthedevelopmentoftraining materialsandconductssecuritytrainingtoICMPDstaff.S/heensuresthatcountry-levelemployees receivenecessaryinformation,aretrainedtoimplementSecurityStandardOperatingProcedures (SSOPs)andtouse securityequipment.S/heensuresanadequatelevelofsecurityawarenessamong theICMPDstaffand distributessecurityinformationandbriefsstaffonsecurityinpreparationof activitiesandtravel.

S/Hemaintainsanetworkofcontacts and collaborateswitharangeofexternalpartnersacrossall programmecountriessuchas securityservices,otherauthorities,securityprofessionalsoftheUN, EU and otherinternationalorganisationsandembassies.

TheFacilityProjectManagerand SecurityAdvisorworksunderthesupervisionoftheSeniorSecurity Advisor,theDirectorofResourcesandOperationsandtheDirectorGeneral,andinclose collaborationwiththeDirectorforMigrationDialogues andCooperationandtheBrusselsMission, RegionalCoordinatorsandHeadsofProjectOfficesonsafetyandsecuritymatters,aswellasthe RegionalResourcesManagementOfficersandProjectOfficeAdministrativeOfficersonfacilityand assetssecurity.

Tasks and Responsibilities:

1. CoordinationandImplementationofNewOfficeProjects:

Upon activation of requests to open new offices, coordinate with the different internaland external stakeholders including Heads of Offices, Finance, Administration, IT, real estate agentsand buildingmanagement;

Definethecompositionoftheprojectteamasrequired;

Organise the work of the project team in line of the project work plan. Track and monitor implementation of the work plan and the timely accomplishment of project outputs. Take correctiveactionsasrequired;

Adviceontheselectionofofficefacilities.Thismayincludetraveltodifferentlocations,assess prevailing threats and risks, evaluate market conditions, local providers, and pre-selected proposals,andadviseontherequiredmitigatingmeasures;

Provide advice on the procurement of appropriate security services and equipment at the officesoftheorganisation.Representthesecurityfunctionwithinprocurementcommittees; Mobiliseadditionalresourceswhenandwhererequired,suchas local advisorson safetyand othercountry-specificregulations;

OverseetheimplementationoffacilityandassetssecurityandsafetywithRegionalResources Management Officers, Project Office Administrative Officers, and Heads-of-Offices, as applicable. Ensure that the activities are implemented in an efficient and cost-effective manner;

Coordinationandfollowupwiththedifferentstakeholderstoensurethatactivitiesarecarried out in a timely fashion and with expected quality standards. Organise scheduled and ad-hoc projectreviews.

2. DevelopmentofaSecurityManagementSystem:

AcquireunderstandingofICMPDprojectsandconductacomprehensiveassessmentofthreats and risks of operations in countries and locations where ICMPD projects and activities are 2 implemented (with priority to high risk countries) covering staff, personnel, experts, travel, residentialsecurity,facilitiesandassets;

Develop the pertinent methodology for risk assessment in alignment with industry best practicesand takingintoconsiderationexistingmethodologiesandassessments.Identifyand evaluates potential risks and define risk mitigation measures per country/risk category. Updateassessmentsuponchangesinthethreatandrisk conditions;

Design and prepare country specificsecurity plans that enable project operations without compromisingsecurityandsafetyof ICMPDemployees.Developandoutlineproceduresand guidelines forstaff, personnel and experts, facilities and residential as well as vehicle and assetssecurity;

Develop and establish organisation-wide security-related standards, normative documents and guidelines, security processes and Standard Security Operating Procedures (SSOPs). Exploreexistingsecuritysystems(suchasthosedevelopedbyUNandotherorganisations)and alignas applicable;

Developandcoordinateexercisesofemergencyplansandcontingencyprocedures; Developandestablishorganisationalrolesandaccountabilities/responsibilitiesforsecurityfor implementation of the ICMPD security system. Establish security focal points and create warden-mechanisms-asappropriateinthesecuritycontext;

Developorganisation-widemechanismsandproceduresformanagementofspecialincidents and events such as natural disasters, hostage situations, evacuations (including medical evacuation);

DevelopandadoptamethodologyforRapidRisk/ThreatAssessments,tobeappliedincaseof emergencies;

Supportthedevelopmentofanemergencycommunicationsystem;

AdviceondevelopmentofaICMPDbusinesscontinuityandcrisismanagementplan; Representthesecurityfunctionatrelevantcoordinationandplanningmeetings.

3. ManagementoftheSecuritySystemandResponsetoSecurityEmergenciesandIncidents: Ensure security is included as an integral part of ICMPD´s project planning and budgeting processes.Keepinformedofplanstodeploynewoperationsandemployees,andensurethat employeesandassetsrelatedthreatsandrisksarebeingaddressed –as applicable-fromthe outsetoftheplanningandresourcingprocesses;

OverseetheimplementationofthesecuritysystemthroughoutICMPDanditsprojectsduring operationalphases;

Establishandcultivateeffectivenetworksandworkingrelationshipsatalllevels withsecurity officials of international organisations, particularly the UN and the EU, local authorities, providers of security services, towards obtaining pertinent information and mutual collaborationintheimplementationofsecurityprogrammes;

Coordinate a system for a 24/7 coverage of, and response to, security incidents and emergencies.Beavailableon-calltosupportincidentresponse;

Promptlyanalyseandassesssecurity-relatedemergenciesandincidentsbyactingas thefirst pointofcontactattheinstitution.Immediatelyinformthepertinentstakeholdersandrelevant decision-makers,developresponseprotocols,adviseondecision-makingandtakeimmediate actionto implementdecisions;

3 During emergency situations and incidents, maintaincommunicationand consultation with relevant actors and ensure that actions are taken according to most reliable available informationandbestjudgement;

Implementevacuation promptly by activating procedures in collaboration withlocal security counterpartsandinternationalorganisationsasappropriate;

Take immediateactiontoinvestigatesecurityincidents,workingcloselywiththeprogramme country authoritiesinaneffortto ensurethat ICMPDstaff,facilitiesandassetsareprotected and that appropriateactionsaretakenimmediately.

4. SecurityTraining,SecurityInformationManagementandCommunications:

Design,developandconduct securitytrainingsforallemployeesbasedontheirspecificroles and needs. Conduct securitybriefings to employees. Provideheightenedsecurity awareness trainingas requiredincountriesfacingsecurityrisks;

Workclosely,supervisingtheimplementationofthesecuritysystemsandriskmitigationplans, with the Regional Coordinators and Heads of Project Offices. Build capacity of ICMPD managers to implement security and provide expert support and advice. Exchange security- relatedinformationandbriefonissues;

Provide timely and accurate security advice to ICMPD Security Focal Points and Heads of Offices.InformpromptlyaboutrelevantinformationandupdatestoICMPDprojectmanagers inHQ andfield.Preparesecurityadvisoriestoupdateemployeesondevelopments;

Providesecuritybriefingstoemployeespriortotravelasrequired;

Ensure that ICMPD employees are trained in the use of safety and security equipment, including fire safety, communications equipment and vehicle emergency equipment as applicabletotheirwork.Prepareanddistributeguidelinesanddemonstrations.

Key Results:

Effectiveandtimelyimplementationofnewofficeprojects;

Regular coordination with internal and external stakeholders regarding the role and the functions.

Adequateimplementationofsecurityandsafetystandardsattheoffices;

Developmentandimplementationofthesecuritythreatandrisksassessmentprogram,inline with industry best practice and assessments conducted upon changes in threat and risk environmentsatallICMPDoperativelocations;

Country specificsecurity plans, SSOPs and risk mitigation measures developed based on the threatenvironmentandriskmanagementmethodology,reviewedregularlyandupdatedupon changedriskand threatsituations(withprioritygiventospecialriskscountries); A comprehensive security management system covering normative documents, procedures (SSOPs),guidelinesandsystemsaswellassecuritymanagementrolesandaccountabilities; Securityincidentsandemergenciespromptlyanalysed,appropriatedecisiontakenandquick actions implemented using most accurate available information, best judgement and in consultationwiththeICMPDDirectorGeneral;

Wide networks maintained in all ICMPDprogrammecountries forobtaining information and collaborationonsecuritymanagement;

Progressive enhancement of the capacity of ICMPD regional and country level staff to administerthesecurityprogram,andmanageincidentsandemergencies;

Enhancement of security awareness among ICMPD employees, and staff trained in security and safety;

Qualificationsand Experience:

Minimum5 yearsof experiencerelevantfortheposition,insimilarrolesandresponsibilities, preferablyininternationalorganisationsand/orNGOswithpresenceatfieldlocations; Experience in Project Management in facility and/or security field Specific training and qualificationsinProjectManagementpreferred;

Proven experience in the development and implementation of risk management and mitigationprograms,andknowledgeofsecurityandsafetysystems;

Demonstrated ability in dealing with counterparts and local authorities in diverse contexts, whichmay includediplomaticpersonnel,securityandmilitaryauthoritiesatdifferentlevels; Knowledge of disaster risk management, hostage incident management, application of evacuationprotocols(preferred);

Experienceinworkinginconflictorcrisisenvironment(preferred);

Good organisationalskillswithattentiontodetailandaccuracy(required);

Compensation:
