Background

Worldwide Artisanal and Small-scale Gold Mining (ASGM) is the largest global source of anthropogenic mercury releases into the environment (35%). Mercury can travel long distances, contributing to global mercury pollution and contaminating the world’s ecosystems and fisheries. Exposure to mercury may cause serious health problems. It is a particular threat to the development of the child in utero and early in life. Phasing-out mercury from the ASGM sector is therefore of the utmost importance, however ASGM is a very important source of jobs and livelihoods. ASGM accounts for about 17-20% of the world’s annual gold production with 15 million people directly participating in ASGM activities and another 100 million depending on ASGM for their livelihoods. 
 
Accordingly, with the support of GEF, the Ministry of Environment and Forestry (Kementerian Lingkungan Hidup dan Kehutanan or KLHK), Agency for Technology Assessment and Application (Badan Pengkajian dan Penerapan Teknologi or BPPT) and the United Nations Development Programme (UNDP) have been working together to initiate and implement Global Opportunities for Long-term Development - Integrated Sound Management of Mercury in Indonesia’s Artisanal and Small-scale Gold Mining (GOLD-ISMIA) project in Indonesia. 
 
The project is meant to reduce/eliminate mercury releases from the Indonesian ASGM sector by (i) Strengthening institutions and the policy/regulatory framework for mercury-free ASGM; (ii) Increasing the access of mining communities to finance to enable the procurement of mercury-free processing technologies; (iii) Increasing the capacity of mining communities for mercury-free ASGM through the provision of technical assistance, technology transfer and support for formalization; and, (iv) raising awareness and disseminating best practices and lessons-learned on mercury phase-out in the ASGM sector.
 
The project will support 6 ASGM communities in Indonesia to reduce mercury use by at least 5 metric tonnes/year starting in year three (3) of the project, which over the life-span of the project will result in a mercury release reduction of at least 15 tonnes. 
 
This position is under the guidance of National Project Manager (NPM). S/he is required to work together with the Project Management Unit (PMU). The incumbent will also coordinate with other relevant parties in the project and communities on ASGM gender dimension and regulatory framework development, implementation and monitoring. At the same time, s/he is required to facilitate day-to-day activities to address any gender-equality issues and community development. 
 

Duties and Responsibilities

1. Support the project team to ensure effective implementation and achievement of results focusing on achievement of the results stated in Component 1 of the project document (prodoc):
•Support the implementation of gender-equality assessment at the government entities (national, provincial, district and local level) as well as other relevant stakeholders involved in ASGM and/or responsible for providing ASGM extension services to selected ASGM sites); 
•Oversee the development and implementation of capacity building plans for selected institutions (in support of Output 1.1.1. and 1.1.2.); 
•Coordinate and oversee the execution of trainings on gender-equality training to government staff members (supporting Output 1.1.3) 
•Work closely with NPM and Working Group Coordinators for Component 1, 2 and 3  (WG-1 Strengthening institutions and the policy/regulatory framework for mercury-free ASGM; WG-2 Increasing the access of mining communities to finance to enable the procurement of mercury-free processing technologies; WG-3 Increasing capacity for mercury-free ASGM through provision of technical assistance, technology transfer and support for formalization) to coordinate and support gender dimension  assessment of the existing policy and regulatory frameworks  and the impacts of its current implementation at the project priority sites, focusing on gap identification, redundancies, needs and uncertainties that would need to be addressed to further advance the formalization of the ASGM sector and phase-out the use of mercury for ASGM gold processing (supporting Output 1.2.1.)
•Work closely with NPM, the WGC-1,2 and 3, government agencies (KHLK and BPPT) and other key stakeholders, develop appropriate recommendations and revisions, 
•Conduct participatory process to address policy and regulatory needs mainstreaming on gender-equality considerations, and based on agreed recommendations, collaboratively facilitate revision on relevant policies, regulations and guidelines to improve enabling environment for formalization and mercury phase-out in the ASGM sector (supporting Outputs 1.2.2. and 1.2.3).
•Work Closely with NPM and UNDP Communications, provide inputs to project reporting (intermediate progress/ financial reporting or formalized Project Implementation Reporting); 
•Prepare summary information on the impacts for Mid-Term Evaluation (MTE) and Terminal Evaluation (TE) of the project; develop the appropriate tools (questionnaires etc) to monitor the impact of training in terms of knowledge gained, and the effectiveness of the training delivery mechanisms; and coordinate public awareness efforts related to WG-1, 2 and 3 activities. 
 
More generally, the Gender and Community Development Associate shall: 
•Provide a full range of project management and implementation assistance for gender components at all phases of the project cycle.
•Coordinate administrative and work preparation; 
•Provide high quality analysis and draft presentation of information/data specific to respective project areas and related topics; and highlight noteworthy issues/trends for consideration by appropriate parties.
•Assure effective implementation of project standard operating procedures, effective monitoring of project performance and timely production of results oriented draft progress reports in line with the government and UNDP’s regulations.
•Ensure gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools.
•Ensure that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets;
•Manage critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation; 
•Ensure effective monitoring of project performance, and the preparation of high quality and results oriented progress reports;
•Ensure that all activities planned in the project document are undertaken to achieve the outcomes and outputs, respecting gender dimensions and all the key performance indicators for each deliverable, coordinating the timely recruitment of any additional local consultant expertise, as need arises and budget permits.
 
2. Provide effective support to the planning, budgeting, and implementation of the gender-equality dimension and capacity building  on Strengthening institutions and the policy/regulatory framework for mercury-free ASGM; Increasing the access of mining communities to finance to enable the procurement of mercury-free processing technologies; Increasing capacity for mercury-free ASGM through provision of technical assistance, technology transfer and support for formalization in coordination with Ministry of Environment and Forestry (KLHK) and BPPT: 
•Prepare and analyse project proposals; reviews and coordinates submissions of work proposal and budget estimates, ensuring that requisite gender sensitization and capacity building information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized.  
•Provide guidance to the executing agencies on routine implementation of gender and capacity building projects
•Timely prepare quarterly project reports, in line with the standard template and presents it to the project assurance team on a timely manner; 
•Make sure implementation of gender equality accountability framework and Gender equality Results Based management at project level, i.e. performance management, gender marker assignment in web-based system ATLAS, reporting, etc.
 
3.  Provide administrative support to the Project Management Unit (PMU) focusing on achievement of the following results:
•Serve as focal point gender dimension and capacity building for coordination, monitoring and expedition of implementation activities and participates in project evaluation; 
•Monitor implementation at all stages to ensure work is proceeding according to established plans, including analysing implementation difficulties and initiating remedial action; 
•Liaise with diverse organizational units to initiate requests; 
•Prepare standard terms of reference against project objectives, obtains necessary clearances, processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organization of and participation in training, authorization of payments, disbursement of funds, procurement of equipment and services, security, etc.
•Effective collaboration with project manager on various planning instruments such as the medium-term plan and internal work plans; 
•Provide assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.
 
4. Conduct internal capacity building in gender analysis and gender mainstreaming training for project staff to facilitate appropriate management and timely delivery of project outputs 
 
 5. Support knowledge building and knowledge sharing focusing on achievement of the following results:
•Organize trainings for the operations/ projects staff. 
•Synthesize lessons learned and best practices in project support management 
•Contribute to knowledge networks and communities of practice.

Required Skills and Experience

Education:*
•Bachelor degree in social science, women in development, gender studies or relevant disciplines
 
Experience:*
•Minimum 5 years of professional experience in the field of community development and minimum 3 years of experience in gender equality within the 5 years of professional experience.
 
Language Requirements:
•Fluency in written and spoken English is an absolute necessity;
•Fluency in written and spoken Bahasa Indonesia is required.
 
Other Requirements:
•Demonstrated strong knowledge of UNDP development projects in Indonesia is an advantage.
•Solid experience in leading team to support project administration.
•Strong knowledge and solid experience in project management support are essential as well as ability to draft correspondence on budget-related issues, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc
•Good inter-personal and team building skills.
•Full time availability for project management support duties is essential.
•Solid knowledge on with Government and UN/UNDP procedures is an asset.
•Advance computer skills required, knowledge of spreadsheet and database packages
•Experience in handling of web-based management systems would be highly desirable.
