WASH Manager (national position)

Malteser International is working in Myanmar since 2001 and currently employs more than 350 national staff in Rakhine, Shan and Kayin states. Our work aims at ensuring communities have access to primary health care services. We also offer comprehensive WASH and disaster risk reduction/climate change adaptation solutions, and provide relief after disasters. In support of our work in Kayin State, Myanmar, Malteser International is looking for a motivated WASH Manager (national position)

As a WASH Manager, you will be responsible to manage all day-to-day WASH and Construction transactions of the Programs/projects to ensure effective program implementation within MI WASH policies and procedures and donor requirements. Also you will assist the Program Coordinator in providing efficient WASH and Construction management for improved ministry quality and achievement of overall organizational objective.

Responsibilities:

  • Prepare, design and lead WASH needs assessment surveys implemented in the target area  and lead the program’s WASH and Construction teams to timely implementation of all activities in their respective field
  • Formulate drawing, technical specifications in close coordination with logistics and finance team, technical assessment, planning and budgeting for constructions (eg. Health facility) or WASH activity in water supply systems, latrines and other sanitation structures at villages and schools
  • Supervise closely work on the designs, bill of quantity and scope of work for any construction work and quantity and quality of supplies of materials carried out by constructors, contractors, suppliers according to contractual standards
  • Inspect and assess quality of work by constructors, contractors and suppliers according to contractual standards and make recommendations to Program Coordinator before payment at different stages
  • Prepare annual and monthly work plan, regular updates, design IEC material and provide training to ensure correct use and promotion of behavior change
  • Receive, check, monitor, verify and approve expenditures submitted by project staff in close coordination with the Finance team and the project budget and analyse all data to produce monthly reports

Qualifications:

  • Civil Engineer Degree; AGTI (Civil), B.Tech (Civil) or B.E (Civil) with relevant focus on rural infrastructure
  • At least 3 years’ experience in implementation and supervision of rural infrastructure constructions (Schools, rural health/sub-health centers etc.), water supply and sanitation projects preferably with UN or NGOs
  • Experienced in mobilizing community participation and support for WASH activities (contributions as well as the setting up of CBA such as water user groups and similar)
  • Ability of facilitate trainings and workshops for technical staff, skilled workers and community members
  • Fluent in both written and spoken English and Burmese
  • Excellent computer skills with MS Words, MS Excel & Power Point (compulsory) and skill in AutoCAD (optional) is an asset

Conditions:

  • Start date: June 1st, 2019
  • Duty Station: Kayin State, Myanmar
  • Duration of contract: 1 year (extendable) due to donor approval
  • Salary according to qualification and experience: 14th month salary & health insurance
