Organizational Setting
The Regional Office for Europe and Central Asia (REU) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of the Regional Initiatives based on the priorities as identified by the European Regional Conference (ERC). It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at headquarters, develops, promotes and oversees FAO's strategic response to regional priorities through the Regional Initiatives. REU also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region as well as civil society organizations and the private sector.

The post is located in the Regional Office for Europe and Central Asia in Budapest, Hungary.


Reporting Lines
The Technical Adviser reports to the Lead Technical Officer (LTO), Regional Senior Animal Health and Production Officer, and collaborates with relevant technical and programme units in country and Regional Offices and divisions in FAO headquarters. He/she will work closely with national project coordinators (NPCs) and strengthen the capacity of government focal points and the Ministry of Agriculture and other line ministries where relevant, e.g. Ministry of Health, Ministry of the Environment, in the concerned countries.

Technical Focus
Supports the implementation of the animal health agenda at regional, subregional and country level in Europe and Central Asia with special focus on transboundary animal diseases and zoonoses as well as antimicrobial resistance.

Key Results
Comprehensive technical and policy expertise to support the planning, development and implementation of departmental/divisional programmes, projects, products and services in accordance with departmental/divisional objectives and FAO Strategic Objectives.

Key Functions
• Provides technical leadership assistance for the development, implementation and evaluation of assigned programmes/projects; assists in the review of relevant documents and reports; identifies priorities, liaises with relevant parties; identifies follow-up actions;
• Assists in the coordination of programmes and reviews the assessments of issues and trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies;
• Assists/supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications;
• Contributes to consultative and other meetings, conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations;
• Participates in activities such as structuring of training workshops, seminars; makes presentations on assigned topics/activities;
• Leads field missions, including provision of guidance to external consultants, government officials and other parties;
• Provides advice to the Chief Technical Adviser regarding the development of policies and strategies, as well as national protocols and guidelines for projects with specific domains related to FAO's work.

Specific Functions
• Provides technical advice for the implementation of animal health, transboundary animal diseases and antimicrobial resistance projects and programmes;
• Leads and supervises the development, update, implementation and monitoring of project work plans, including national components;
• Contributes to the development of Terms of Reference (ToRs) for international and national technical consultants and provides technical guidance and backstopping to technical teams;
• Participates in the briefing and debriefing of all consultants and carefully reviews their reports after each mission;
• Liaises closely with the National Technical Coordinators and provides technical support;
• Contributes to the drafting of letters of agreement and technical specifications for procurement good and services;
• Undertakes technical backstopping missions to project countries;
• Provides substantive technical support and backstopping to consultative meetings and conferences, including proposals for agenda topics, identifying participants, preparation of documents and delivery of presentations;
• Supports regional and national Project Task Force (PTF) to review projects’ progress and address technical and implementation issues, including preparation of required supporting technical documentation;
• Coordinates with line agencies, academia, technical partners, NGOs and private sector in the implementation of project work plans;
• Prepares mission reports, monitors progress and drafts final project reports for approval of LTO and budget holder, prior submission to donor;
• Ensures coordination with resource partners in the implementation of the project;
• Represents the project in meetings and conferences relevant to the achievement of the project objectives;
• Manages implementation of project technical aspects, programming national and regional interventions (stakeholder outreach), data capture and analysis, and preparation of technical reports.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in veterinary sciences or related fields;
• Seven years of relevant experience in technical cooperation's related activities, policy advice and analysis relating to animal health, including at least five years of experience at international level with developing countries;
• Working knowledge of English and limited knowledge of Arabic, Chinese, French, Russian or Spanish.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Relevance and extent of experience in technical cooperation's related activities, policy advice and analysis relating to One Health approaches, as well as interface between animal health and safety of foods of animal origin;
• Extent and relevance of knowledge and/or experience in the prevention and control of infectious and transboundary pest and diseases;
• Relevance and extent of experience in working with intergovernmental bodies and multidisciplinary teams;
• Working knowledge of Russian is an asset.
