UNHCR, the UN Refugee Agency, is offering a Home-based Consultancy within the Strategy & Market Development Section of the UNHCR Private Sector Partnerships Service (PSP).

Organisational context
UNHCR works to protect refugees and other displaced people across the globe. The work is diverse, highly challenging and requires committed, responsive and flexible staff with a high degree of motivation and professional skill. In a context of growing humanitarian needs and pressured public budgets, UNHCR is increasing the level of resources it raises from individual donors, corporate partners and foundations. UNHCR's Private Sector Partnerships Service (PSP) has set an ambitious private sector fundraising target of raising USD 1 billion annually by 2025. Data is one of the prioritised enablers of the global strategy and to underpin its success, UNHCR decided to create an overarching data strategy to enable the organization to capture, manage, enrich and share data both globally and locally to effectively drive insights, report on performance, deliver data driven marketing experience and inform decision making. The strategy should include all relevant data sets from investment, digital behaviour, demographic and financial results. We wish to ensure that our existing and future technology and architecture fit our current and future needs and that we are able to manage and provide access to data effectively.
This will require a collaborative approach across the various fundraising markets, with integrated datasets and investment in the right systems and tools. Significant progress has been made in the last four years and data assets and infrastructure have been developed and widely implemented; synergies have been made between systems and data sources within Private Sector Fundraising and Partnerships (PSP). The development of the data strategy will set out the priorities for PSP and a clear plan to agree and implement the necessary changes that are identified.
The position
The Consultant will work with the designed project group to help guide the creation of the framework for PSP Data Strategy and ensure our data strategy is aligned to our strategic fundraising objectives and fundraising targets. The selected candidate is expected to provide recommendations on the best methodology to be applied based on UNHCR peculiarities and strategic priorities. Furthermore, the Consultant will be responsible to verify that all key data strategy components are covered as well as ensure that all key stakeholders are correctly involved and engaged throughout the exercise.
Duties and responsibilities
Under the supervision of the PSP Global Analyst, the PSP Data Strategy Consultant will provide input and advice on several aspects of the Data Strategy, including but not limited to:
- Structure of the framework, identifying pillars of the data strategy based on existing global UNHCR Strategic Framework for Private Sector Fundraising and Partnerships;
- Required mapping exercises of business processes, functions and business needs from HQ and markets;
- Insight and best practices, ensuring they are reflected in the PSP Data Strategy framework;
- Multi-stakeholder meetings / workshop across the organisation in support of the development of the PSP Data Strategy.
Essential minimum qualifications and professional experience required
Education
- University level qualifications (Bachelor's or Master’s degree) in Computer Science, IT & Data Management, Business Analytics, Data Science, or in a relevant area.
Job Experience
The consultant should have minimum of basic university degree plus between 20 and 24 years of relevant professional experience, or a post-graduate university degree plus a minimum of between 17 and 23 years of relevant professional experience in developing and implementation of data strategy, architectures and roadmaps and delivering data governance / data management engagements for global organization and/or multinational companies.
Language
- Fluency in English.
Location
This is a home-based consultancy with occasional travel to Copenhagen, Denmark.
Conditions
This consultancy is for 6 months.
Under this contract the Consultant is expected to work maximum 4-5 days/month.
Upon completion of deliverables and receipt of invoice, payment will be issued for the actual hours worked.
