Organizational Setting

The Regional Office for Latin America and the Caribbean (RLC) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development, climate change mitigation and adaptation through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. RLC also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies.

The present consultancy assignment is aimed at supporting the strategic analysis and programme implementation of FAO in Latin America and the Caribbean. The strategic support consultant may be home-based with occasional missions to RLC or a sub-regional office in the region.

The consultant reports to the Regional Programme Leader

Technical Focus

Under the overall guidance of the Regional Programme Leader, the consultant will be in charge of providing technical inputs and policy advice that fosters the implementation of FAO´s strategic objective programs in the region. The consultant will support the Regional Office in providing strategic, technical and policy leadership in the framework of regional initiatives and priorities through the preparation of relevant material and coordination of technical meetings.

Tasks and responsibilities

In the framework of regional priorities of FAO RLC, the incumbent will\:

• Prepare technical inputs under the framework of the Sustainable Development Goals 2030 Agenda and FAO´s strategic framework and work plan.
• Support the preparation and review of technical and policy publications
• Organize technical meetings and workshops that enhance policy dialogue at regional and/or national level
• Support policy analysis and dialogue and build capacities to implement the regional work plan as well as regional and international standards, agreements and voluntary guidelines and legal, policy and institutional systems and frameworks developed by FAO or related to the SDG 2030 Agenda
• Provide technical and policy advice to the Assistant Director General, Regional Program Leader, Regional Initiative leaders, Strategic Program Leaders and Sub-Regional Coordinators in Latin America and the Caribbean.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree (Master/PhD) relevant to the above areas (including but not limited to public administration, political sciences, agricultural or rural development, sustainable development, social science, economics)
• Extensive experience (15 years) at high levels of responsibility in strategic policy analysis, including experience in Latin American and Caribbean countries;
• Working knowledge (level C) of Spanish and at least intermediate (level B) of English

• Demonstrated experience in rural development, poverty reduction, food and nutrition security and familiarity with the area of climate change.

• Ability to develop and maintain professional contacts with government officials and international organizations;
• Well-developed communication and analytical skills\:
• Demonstrated ability to lead and work effectively with a diverse team of people of different national and cultural backgrounds in an international setting;
