The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
NRC in Iraq
Iraq has seen an unprecedented rise in displacement over the last several years, reaching a peak between 2014 and 2017. Of the more than 5.8 million Iraqis who fled their homes since 2014, two million remain displaced. Over four million Iraqis have returned to their area of origin. Many Iraqis have returned to areas that lack basic infrastructure, services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges include: lack of security, community rejection, housing, property and civil documentation issues and lack of educational opportunities.
The UN estimates that more than 6.7 million Iraqis will need assistance in 2019, of this, those in critical need include 1.75 million people which includes both in- camp and out-of-camp IDPs, returnees, and vulnerable host communities. Humanitarian agencies are asking for 701 million USD to deliver basic assistance to these Iraqis (HRP 2019). With military operations against IS group having ended, the Iraqi government faces new challenges to ensure displaced populations return home, receive adequate services while ensuring inclusive reconstruction and reconciliation efforts that will sustain peace.
Since 2010, NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra and Anbar Governorates.
We focus on assisting the newly displaced, those in lengthy displacement in camps and those in hard-to-reach areas. In 2018, NRC scaled-up programmes across Iraq to respond to the large-scale displacements and returns, especially in Anbar governorate, around Kirkuk and in Ninewa using our water and sanitation, education, camp management, legal assistance, livelihoods, camp management, and cash activities.
Area Manager – Kirkuk Area office Iraq
The purpose of the Area Manager position is to ensure high quality and cost effective programme/project implementation within the designated geographical area.
Role Specific Information
- Overall responsibility of managing Kirkuk Area Office including sub offices attached to Kirkuk area office
- Conduct assessments for new areas of operation, outline possible areas of intervention, and develop program strategy for implementation
- Ensure grants opening and closure meetings are conducted periodically
- Liaise regularly with local authorities (Governor office and security) and humanitarian actors in the areas of operation;
- Provide regular feedback and input on advocacy initiatives
- Provide contextual analysis of the area as and when needed
- Responsible for overall staff security, including completing security risk assessments for possible new areas of intervention
- Ensure work and development plans are completed by all staff members in the area of operation and performance feedback sessions are conducted on a minimum quarterly basis
- Provide technical support for the effective implementation of activities in all CCs, including overseeing budget expenditures
- Ensure NRC’s data collection systems are in place and information is properly stored and analyzed
- Ensure correct completion and upload of paperwork to the filing tree as required by SSD and RoD policy
- Risk assessed and logged (esp. protection, corruption and programmatic).
- Ensure that program teams work closely with the support team to delivery NRC policies and procedures in finance, procurement and logistics including effective planning.
- Conduct regular field missions to monitor project implementation
Our Ideal Candidate:
A university graduate in a relevant field(s) with minimum 3 years experience in Senior project management in humanitarian/recovery settings, especially in complex and volatile environments. Fluency in English, both verbal and written is required. Knowledge of Arabic and previous work experience in the Middle-East and Iraq will be a distinct advantage.

Contract period: 12 months (extendable)
